TOWN OF LAMARTINE
Board Meeting Minutes
March 9, 2009


With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also present at this meeting.

Frank led the Pledge of Allegiance.

Frank then called for any corrections or additions in the February Board Meeting minutes. The Clerk asked for the February minutes to be corrected under the approval of the Treasurer’s report. The minutes stated that… Mike made a motion seconded by Mike to accept the Treasurer’s report as read. The minutes should be corrected to read… Mike made a motion seconded by Mike Bruce to accept the Treasurer’s report as read. Mike made a motion seconded by Bruce to approve the February minutes as revised. Motion carried 3-0.

Frank asked Greg to read the February Treasurer’s report. The ending balance as of 2-28-09 is $569,950.59. Bruce made a motion seconded by Mike to accept the Treasurer’s report as read. Motion carried 3-0.

Citizen Concerns:
Henry Schneider again asked the Board to take action on the Building Permits. He asked the Board a while ago to make it clearer as to when a building permit was needed and when it was not, He asked the Board to clearly define if a building permit was needed when doing maintenance type work to their homes as compared to improvements to their homes. He offered as an example the following scenario: If a town resident put a new roof on his home he is only keeping his property maintained not improving the property. Much discussion took place regarding maintenance vs changing the structure for building permits. Mike made a motion that this item be put on the agenda for the April Town Board meeting. Bruce seconded the motion. Motion carried 3-0.

REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that the winter has been hard on the town roads. There are cracks up, down and across the roads. He believes that the town will be posting the roads for spring in the next couple of weeks. Road Supervisor, Rich Buteyn and Harold Haney are doing a great job of keeping up the towns’ roads. Brush cutting on the sides of the roadways was discussed. Mike suggested that Trevor Jacobs be spoken to about helping Rich with the brush cutting and how much he would charge. Frank will discuss this issue with Rich and Trevor. Mike again complimented Rich and Harold on the good job done one the roads these last to storms.
B. Update on Cemetery/Veterans Memorial Committee Meeting held 2/23/2009—Greg reported that at the last meeting Dolores Braun spoke about landscaping in the memorial park. He complimented her on her drawing/layout design showing how the gardens etc. would look with the memorial. He further reported that the veteran names have been proofread for the first time and mistakes were submitted. They will be given an updated list that the committee will again proofread. Greg thanked all the volunteers for proofreading. The May 25, 2009 (Memorial Day) dedication ceremony was discussed. A parade will take place with the Oakfield Band, service organizations, all the fire trucks etc. Some dignitaries have been invited to attend. A lunch of brats and hamburgers and dessert will follow at the community center. No time has been set for the festivities to begin. The committee has collected $52,704 over 95.7% of the project goal has been met. Dolores Braun has secured a $250 donation from the UW system to help pay for the landscaping project at the memorial park. The committee continues to seek donations for this project.
C. Smart Growth Meeting Update—Meeting held Feb. 25, 2009—Frank reported that the draft of the plan was reviewed and got some things accomplished. He announced the upcoming Plan Commission meetings to work on the Comprehensive “Smart Growth” Plan—Mar. 11, 2009 and March 23, 2009 at 7:00 Pm at the Lamartine Municipal Building Meeting Room the Public is encouraged to attend!


D. ELECTION Results for Primary ELECTION (State Superintendent of Public Instruction)
Held February 17, 2009—The Clerk reported that there were 54 voters at the Feb. 17, 2009 Primary Election. The only race on the ballot was the State Superintendent of Public Instruction. The Town of Lamartine certified the votes as follows: Rose Fernandez: 21 Votes, Todd Price: 3 Votes, Van Mobley: 6 Votes, Lowell E. Holtz: 1 Vote, Tony Evers: 22 Votes and One ballot was marked as a write-in candidate but no candidates name was written on the ballot. The Clerk thanked the election workers for their work at this election it was a long day.

7. OLD BUSINESS:
NONE: Frank took this time to note that it looks like the County Y project will be a go this year, with the needed money in the budget. It will be a 45-60 day project.
8. NEW BUSINESS:
A. Discussion / decision regarding an anonymous letter received by Town regarding local Easter Egg Hunt—Frank explained that the Town had received an anonymous letter regarding concerns of parking, kids running across the road etc. Frank stated that he was not in favor of unsigned letters as you never know who to address these issues with. He gave a copy of the letter to Lori of Lori’s Bar who holds the annual Easter Egg hunt and she will see what can be done to address the letter writers concerns. This is a privately held event so the Town has no authority or jurisdiction over it or CTH Y. Lori works with the fire department which has 10-12 fireman directing traffic and three fire trucks with their lights on to alert drivers. Those in attendance at this meeting felt that Lori does a good job in running this event. Mike made a motion that at the next Board meeting the Board discusses a policy on how they are going to handle unsigned letters from the public. The motion died to lack of a second. The Board discourages people sending unsigned letters, and asks that if people write a letter to address a concern they sign their name and their identity will be kept confidential.

Frank reported that he received a letter from Seneca Foods regarding no spraying be done by the Town near Seneca’s organic crops. The Town does not do any spraying but Frank will talk to Rich regarding this letter.

Approving the monthly vouchers and checks—Mike seconded by Frank made a motion to approve the monthly vouchers to be paid and to give permission to the Clerk and Treasurer to pay the Visa bill; as well as to send a letter to the State Board of Commission of Public Lands to see about paying off the building early and to put this item on the agenda to discuss at the April Town Board Meeting. Motion carried 3-0.

With no further business to discuss, Mike seconded by Bruce made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:25 Pm.
