Board Meeting Minutes
March 9, 2020

With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
February Board Meeting Minutes (2/10/2020) –Randy seconded by Travis moved to approve the February Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the February Treasurer’s report aloud. The ending balance as of 2/29/2020 was $657,689.56. Frank moved seconded by Randy to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Sara Everson, FDL CTY Supervisor for Lamartine’s district introduced herself and asked for the town’s support in the upcoming election on April 7, 2020.
Janet Williams updated the board on the drainage issues /cleaning out Seven Mile Creek.

BOARD ACTION –Plan Commission’s Recommendation on the Wallace Property Request for a Conditional Use Permit to establish a dog kennel and training facility. Discussion took place regarding what conditions should be applied to this CUP.
Frank offered a draft document for review and discussion. Motion by Travis that the Town issue a Conditional Use Permit to allow a dog kennel and training facility to be established on the Wallace property. The conditions of the permit to be drafted as the sample conditions submitted by Frank with the following changes; Strike #2 regarding the initial period of the CUP to be three years… Amend #5 to state “No more than 12 (instead of 10) kennels as presented in the conditional use application by the petitioner. Amend #11 “Hours of Operation” to state 6:00 Am (strike 7:00 Am) to 9:00 Pm to match the Reinke’s kennel operating hours. Randy seconded the motion. Motion carried 3-0.
The CUP document will be drafted by counsel, given to the petitioner for them to take to their attorney and then all will get together and sign document. Lucas Hicks will get the information to Frank as to who will sign for the Wallace living trust.

REPORTS & COMMUNICATIONS
a. Road Report— Frank reported they are watching culverts for damage. Justin will be putting up spring postings for road weight limits this week.
i. Culvert Permit Report – One culvert permit was issued on Fairview Road.
ii. Sale of 2000 Oshkosh Plow Truck – Frank reported that the 2000 Oshkosh truck was sold for $20,074.00.
b. Monthly Building Permit Reports were read aloud.
c. Update Schrubbe junk issue on Hageman Road – The town attorney by law cannot send a letter to Mr. Schrubbe. He must work through his attorney who is not responding. The town will need to send a letter to them regarding this clean up.
d. Update on elected officials attending educational training meeting with WTA at Ripon 3/6/2020 – Frank, Greg and Randy attend the training in Ripon by the WTA. They all received board of review (BOR) training to satisfy the Department of Revenue’s mandate that at least one BOR member completes the training every two years.
e. ELECTION – Spring Election & Presidential Preference Primary – Tuesday, April 7, 2020 – Polls open 7:00 AM to 8:00 PM
f. REMINDER – Annual Town Meeting – Tuesday, April 21, 2020 @ 7:00 PM at the Lamartine Municipal Building Meeting Rm
g. Resignation received from Jerry Burhows, Town’s State Building Inspector for 1 and 2 family dwellings – Frank reported that Mr. Burhows resigned as the towns’ building inspector.

OLD BUSINESS:
NONE

NEW BUSINESS:
a. Board Action – Appointment of Election Workers Jamie Ayer and Karen Roberts for term Jan. 1, 2020 – Dec. 31, 2021 – Frank moved to appoint Jamie Ayer and Karen Roberts to the election board for the referenced term. Travis seconded the motion. Motion carried 3-0.
b. Board Action—Appointment of new State Building Inspector for township – Frank informed the board that he met with Susan Leahy of Grand Valley Inspection Services. He explained that Grand Valley submitted a proposal for consideration by the board to conduct building inspections of new 1 and 2 family dwellings projects in the Town of Lamartine. Travis moved that the town approve the Grand Valley Inspection Services (GV) proposal with the condition that GV handles the permit payments and pays the town the agreed upon 10%. Randy seconded the motion. Motion carried 3-0.
c. Board Action – Enacting State Electrical Ordinance – Frank explained that as of Jan. 1, 2020 Electrical inspections are required by the state of Wisconsin. The Town can adopt an Electrical Ordinance for the inspection of electrical installation, update service and re-wiring. If the town decides to adopt an electrical ordinance, Grand Valley Inspection Services is able to do the electrical inspections for the town. The town does not have to adopt this ordinance. If an electrical ordinance is not adopted by the town, the state does the inspections and the paperwork. Travis moved seconded by Frank to adopt the Electrical Ordinance. Motion carried 3-0.
d. Board Action – Advertising for Clerk’s position outside of the township if no qualified application(s) is received by March 20, 2020. Travis seconded by Randy moved that the town advertise outside of the township for the clerk’s position if no one applies from within the township by March 20, 2020. Motion carried 3-0.

Approval of Monthly Vouchers & Checks –Randy seconded by Frank moved to approve the vouchers presented for payment. Motion carried 3-0.

Adjournment – Frank seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:55 PM.
