TOWN OF LAMARTINE
Board Meeting Minutes
May 11, 2009


With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also present at this meeting. There were 14 people signed in on the meeting attendance roll.

Frank led the Pledge of Allegiance.

Frank then called for any corrections or additions in the April Board Meeting minutes. Mike made a motion seconded by Bruce to approve the April minutes as presented. Motion carried 3-0.

Frank asked Greg to read the April Treasurer’s report. The ending balance as of 4-30-09 is $532,464.29. Bruce moved to approve the Treasurer’s report as presented. Motion was seconded by Mike. Motion carried 3-0.

Citizen Concerns:

Ed Haney asked Frank if the road sign on Fenner Road was going to be put up as had been discussed at another meeting. Rich has the sign ordered; the signs are required to be a larger size. Frank will check with Rich to see when the new sign will be put up.

REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that on Friday, May 8th Rich and he met with Jim Herrling of Herrling Crack Filling in the morning and with John Delmore of Scott Construction in the afternoon to tour the roads and determine what work needed to be done. The bids will be put out toward the end of May and the bid opening will be at the June Town Board meeting. The Board will have to pick and choose what road projects will be done this year. Prices are high and there is only so much money budgeted for roadwork. The roads are in pretty good condition. Rich will begin shouldering and grading soon.
B. Update on Cemetery/Veterans Memorial Committee Meeting held 4/27/2009—Greg announced that the committee has not only met but exceeded their goal of raising $55,000 for the veteran’s memorial. They have collected $56,107.69 to date. Archie Monument will be delivering the monument stones on Thursday, May 14th. The committee sent a letter to all town residents detailing the Memorial Day (Monday, May 25, 2009) dedication festivities. The parade featuring veteran organizations and the Oakfield School Band, will start on the East side of CTH Y by Haberkorn Drive and proceed to the memorial site. A dedication ceremony will be held with a lunch to follow at the Lamartine Municipal Building Meeting Room. Dick Baehler and Butch Heider are in charge of the parade.
C. Update on Fond du Lac County Public Information meeting regarding CTY Y Reconstruction—4/22/09—Fond du Lac County held an informational meeting to explain the upcoming CTH Y reconstruction in the township. The purpose of the project is to replace the deteriorating pavement and improve drainage along the project. The project begins approximately 100-feet east of the intersection with Orchard Road, extends east/south to the intersection of Lincoln Road, and then extends east to the previously constructed section of CTH Y approximately 500’ east of the bridge crossing Seven Mile Creek. The project consists of reconstructing the existing rural roadway to an urban roadway with storm sewer. Work is scheduled for summer of 2009.The section of CTH Y being improved will be closed to through traffic during construction. Access to commercial properties will be maintained at all times during construction. The estimated cost of this project is $575,000.
D. Update on Annual Roadside clean up day—April 25, 2009—Mike explained that the day was rainy, but it appeared that roadsides were cleaned up. Thirty people attended the lunch following the clean up at the Town Hall. Mike wondered if the lunch was something the Town should continue to hold as it was so hard to know how many people would be eating etc. This will be addressed next year.
E. Report on Board of Appeals Public Hearing request for a Special Use Permit from Pine Drive Dairy—4/29/09—Frank gave details regarding the Hearing held by the Board of Appeals (BOA) for a Special Use Permit requested by Pine Drive Dairy. Lawrence and John Ford requested a permit to exceed the maximum 500 cattle allowed in the Town of Lamartine Zoning Code. The BOA voted 5-0 to grant Pine Drive Dairy a Special Use Permit to expand their operation to 700 cattle. The Town Attorney has drafted the permit and sent copies to the BOA and the Ford’s. When all are satisfied with the permit it will be issued to Pine Drive Dairy.
F. Board of Review will be held on May 19, 2009—6:00 to 8:00 Pm @ Lamartine Mun. Bldg Mtg Room—you must file a Notice to File an Objection form with the Clerk to appear at the Board of Review. Please call 920-906-3683 for more information
G. Discussion / decision as to when next newsletter will come out—The next newsletter is targeted to be out sometime in the beginning of July. All articles for the newsletter should be to newsletter editor Patti Rhode by mid June. The Clerk will check with Warren Utecht regarding when the next Comprehensive Plan meeting / public hearing will be held so this information can be published in the newsletter.

OLD BUSINESS:
A. Mike Ott—St. Stephens Church President regarding placement of a culvert on Towne Road by St. Stephens Church—Mike Ott introduced himself as the President of the St Stephens Church Council. Mr. Ott asked the Town Board to consider removing the current box culvert on Towne Road and put another culvert in farther down and dig out the ditch. The church for the last few years has been experiencing terrible water problems. Much discussion took place. They are willing to do whatever they need to do on the church property to help alleviate this problem. The church has also spoke with neighboring property owners and they are willing to do whatever is necessary to help the drainage. The church would like the Town to do some work as well. Frank explained that Rich, himself and Harold Haney have looked at the problem and have shot some grades. They will look at it again and get back to Mr. Ott. Mr. Ott thanked the board for their time.

NEW BUSINESS:
A. Plan Commission Resolution Recommending Adoption of the Town of Lamartine Comprehensive Plan 2009-2029
1. Comprehensive / Smart Growth Meeting Update—Meeting held May 6, 2009—Frank reported that the Plan Commission (PC) held this meeting to continue work on the Town’s Comprehensive Plan. Warren will make all the changes to the plan and map as discussed at the May 6th meeting. The PC voted unanimously 5-0 to adopt the Resolution Recommending Adoption of the Town of Lamartine Comprehensive Plan 2009-2029, to the Town Board. Chairman Jim Reitzner signed the resolution at the meeting. Please watch for further meeting and public hearing dates via the Town posting boards, town website (townoflamartine.com), the June Town Newsletter and your mailbox.
2. Plan Commission (PC) recommendation to the Town Board that the Chairman signs the agreement with Martenson and Eisele (M&E) to update the Town Zoning Code so it is consistent with the newly drafted Comprehensive Plan—The PC at the May 6th meeting voted unanimously 5-0 to recommend that the Town signs the proposal with M&E to approve them doing the work to update the Town Zoning Code. The Town Board chairman signed the proposal.
B. Discussion / decision regarding the town conducting a dog count this year—Discussion took place whether the Town should have a dog count again this year. The program pays for itself and is not an added cost to the tax payers. Mike made the motion to do the dog count this year. Bruce seconded the motion. Motion carried 3-0.
C. Discussion--Board of Appeals member Bud Guenther’s term ends the second Monday in June 2009—Frank will speak with Mr. Guenther to see if he is interested in seeking another three year term.
D. Discussion / decision culvert problems on Michels Drive & Hillcrest Road—Letters were recently sent out to Steve Amerling on Michels Drive to replace his culvert and Robert Reschke on Hillcrest Road to install a culvert. Frank will continue to oversee this matter.


Approving the monthly vouchers and checks—Mike seconded by Bruce made a motion to approve this months vouchers and give permission to the Clerk and Treasurer to pay the US Bank Visa bill. Motion carried 3-0.

With no further business to discuss, Mike seconded by Frank made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:38 Pm.
