Board Meeting Minutes
Minutes Dated: May 13, 2013

With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode, Clerk, Jill Randall and Treasurer, Greg Michels were also in attendance.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the April Board Meeting minutes. The Clerk pointed out that there was a correction in the very first line of the minutes…Chairman called the March meeting to order…the minutes should read… the Chairman called the April meeting to order. Mike seconded by Bruce moved to approve the April Board meeting minutes with the noted correction. Motion carried 3-0.

Frank asked Greg to read the Treasurer’s report. The ending balance as of 4-30-13 is $504,315.88. Bruce seconded by Mike moved to approve the April Treasurer’s report as presented. Motion carried 3-0.

Citizen Concerns:
A concern was expressed regarding school bus being unable to turn around at the end of Clark Road. This item will be addressed at the June Town Board Meeting.

REPORTS AND COMMUNICATIONS:
A. Update Annual Town Meeting—Held April 16, 2013—Time Change of Monthly Town Board Meetings-Frank reported that a motion was made and seconded at the Annual Town Meeting to move the Monthly Town Board meeting start time up a half an hour earlier at 7:00 Pm. This new time will be tried for one year beginning with the June 10, 2013 Town Board meeting.
B. Report on Township Comprehensive Plan Mandatory 2013 Update—Frank explained that the Town has initiated the rezoning of 50+ non conforming parcels of land in the township. An informational meeting was held on May 6, 2013 for all affected property owners. Twenty or so property owners attended this meeting. The Plan Commission (PC) will hold a Public Hearing on June 3, 2013. At this meeting the PC will make a recommendation to the Town Board regarding these rezonings. The Town Board will take action on the PC recommendation at the June 10th Town Board Meeting at the LMBMR at 7:00 Pm.
C. Plan Commission Public Hearing on Town Rezoning various parcels in the Township—June 3, 2013 at 6:30 Pm at the LMBMR
D. Board of Review (BOR) will be held on Wednesday, May 15, 2013 at the LMBMR from 5:00 Pm to 7:00 Pm—Property Owners wishing to attend the BOR must contact Clerk, Jill Randall 920-906-3683 to request an “Objection to Assessment” form. You must make an appointment to appear at Board of Review.
E. Report on Annual Town Meeting concern of garbage/recyclables in town ditches due to hauler not closing trucks up after picking up the refuse—The Clerk has been playing phone tag with the Towns’ contact person with Advanced Disposal this item will be addressed again at the June Town Board meeting. A reminder was given to all town residents to put all their garbage etc. in bags. This will help keep loose garbage and recyclables in the trucks.
F. Discussion re: Search for new Public Depository for township—Greg reported that he has spoken with American Bank and Hometown Bank regarding a better interest rate then the Town currently receives from US Bank. He would like to give US Bank a chance to give the Town a better deal before the Board makes a decision on which public depository the town will use in the future.
OLD BUSINESS:
A. Discussion / decision Quotes to remove tree at cemetery—Mike made a motion to approve the $460.00 bid from Reese Tree Service with the understanding that the issue of dropping the tree in Montsma’s field is between Reese and Montsma not the town. Bruce seconded the motion. Motion carried 3-0.

With the time being 8:00 PM, Frank announced that the Board would now open road bids – Road Bid Opening—The Clerk announced that the town received two bids for the 4 Road Projects the Town advertised for bids. Please see Attachment “A” 2013 Road Bid Worksheet for details regarding bidders and bid amounts. Mike moved to accept the bid from NEA for Project #1 Palmer Road for the bid amount of $92,839.00. Bruce seconded the motion. Motion carried 3-0. Frank informed the representative from NEA that the Town would be replacing three culverts on Palmer Road before NEA could do their work.
Bruce seconded by Mike moved to accept the bid from Scott Construction for Projects #2—Nelson Road--$17,890.00, #3—Hillcrest Road--$18,100.00, & #4—Towne Road--$31,100.00. Motion carried 3-0. Frank noted that Towne Road was a shared cost with Town of Springvale. Springvale will be reimbursing the Town of Lamartine $9000.00 for their share of the Towne Road project.
Frank then opened bids for the four (4) culvert projects advertised by the Town. Please see Attachment “B” 2013 Culvert Bid Worksheet for details regarding bidders and bid amounts. Mike seconded by Frank moved to accept the bids from Marchant Excavating for all four culvert projects. Motion carried 3-0.

Board Meeting Continued…
B. Discussion / decision Options regarding broken down Town Grader—Discussion took place regarding the options available for the town’s broken down 1985 John Deere Grader. The grader is set up for snow plowing also. The exact problem is unknown at this time. In summary Frank detailed options for the town; repair the grader, purchase another grader (used or new), subcontract the grading out, purchase a pull type grader to be used with Town tractor. Bruce moved seconded by Mike to approve subcontracting out the grading of the Town gravel roads for one time. Motion carried 3-0. More research will be done on the grader issue and it will again be discussed at the June Town Board Meeting.

NEW BUSINESS:
A. Discussion / decision Paving Treptow Lane—Frank explained that Larry Conger is in the process of getting quotes for the new paving of Treptow Lane. If the Town was interested in having the Towns’ portion of Treptow Lane redone at the same time. The price may be more reasonable and it would eliminate a seaming together of the old and new parts of the road. The Town has enough money in the road project budget to do this repaving. Bruce seconded by Mike moved to approve paving the towns’ portion of Treptow Lane for $7304.00 by NEA. Motion carried 3-0.
B. Discussion / decision Townline & Forest Avenue Bridge Repairs—Mike seconded by Frank moved to approve Fond du Lac County to do the budgeted bridge work. Motion carried 3-0.
C. Discussion / decision Town doing a dog count—Mike seconded by Bruce moved to do a dog count again this year. Motion carried 3-0.
D. Board Action – Approval of Picnic License Applications for a Memorial Day Weekend Baseball Tournament sponsored by the Fire Dept – May 24, 25, 26, 27 and the Fire Department Steak Fry– June 22, 2013. Mike moved to approve the two picnic licenses. Bruce seconded the motion. Motion carried 3-0.
E. Board Action – Approval of Operator’s licenses. Bruce seconded by Mike moved to approve issuing operator’s licenses for the 2013-2014 licensing year to Cherie Mayan, Brian Michels and Jim Kleinschmidt. (Stan Dietsch withdrew his application for an operator’s license). Motion carried 3-0.
F. Board Action – Approval Rhode CSM—Jim Rhode is purchasing property from his father, Donald Rhode. Mike seconded by Frank made a motion to approve the signing of this CSM. Motion carried 3-0.
G. Terms are up June 2013 for Board of Appeals Members; J. Peter Braun, Roger Searl, Harold Guenther (Two-year term June 2013 to June 2015)—Frank will speak with these members and see if they are interested in serving another term on the Board of Appeals. The Board will take action on these appointments at the June 10, 2013 Board meeting.
H. Discussion / Decision Newsletter June/July 2013—A newsletter will be put out in July. Articles are due to Patti Rhode, newsletter editor or Town Clerk, Jill Randall by July 1, 2013.
Approving the monthly vouchers and checks—Mike seconded by Frank moved to approve the vouchers as presented. Motion carried 3-0.

Adjournment—Bruce moved seconded by Mike to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:15 Pm.
