Board Meeting Minutes
May 13, 2019
With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
April Board Meeting Minutes (4/08/2019) – Randy seconded by Travis moved to approve the April Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the April Treasurer’s report aloud. The ending balance as of 4/30/2019 was $641,402.12. Randy made a motion seconded by Frank to accept the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
During Tax Collection a concerned resident asked if the board could look at the bumps and rough areas of East Lamartine Drive for possible repair of this road this next road work season; Greg asked if the board was looking at possibly scheduling some work on this road? Frank stated that yes it was being looked at.

a. Road Report—Justin reported on the work he has been doing this past month. Discussion took place regarding what areas in the town Justin mows. The board instructed Justin on what they want mowed and what not to mow.
i. Culvert Permit Report—Frank read the culvert permits (3) aloud. The Access Control Ordinance will be reviewed to see if it defines when the $25 culvert permit fee is charged. Is there a permit fee for a replacement of an existing culvert?
b. Monthly Building Permit Report—Frank read the building permits issued this past month.
c. Update on Cemetery / Veteran Memorial Meeting recently held—Greg reported that this meeting was held to go over the schedule for the 10-year Veteran Memorial Dedication (please see item below for date and time). Greg recently spoke to the monument company that is doing some work straightening stones at the cemetery. They will not be starting on this work until likely August. Greg asked permission to order some stone cleaner to try out at the town cemeteries. Frank moved seconded by Randy that Greg has permission to order one quart of D2 Biological cleaner for the cemetery stones. Motion carried 3-0.
d. Announcement: Memorial Rededication Ceremony– Memorial Day Monday, May 27, 2019 @ 11:00 AM at the Seven Mile Creek Park Veteran’s Memorial on County Road Y in Lamartine. Look for more information in your mail!!
e. Fire Department ANNUAL STEAK FRY!! – Coming Soon – Saturday, June 15, 2019. More Information is coming in your mail.
f. Update on 2019 Annual Town Meeting— Held Tuesday, April 16, 2019 at 7:00 PM - Frank reported that nothing out of the ordinary happened at the Annual Town Meeting. Minutes are posted on the website.
g. Board of Review (BOR)—May 21, 2019—4:00 Pm to 6:00 PM at the LMBMR—PLEASE CALL 920-960-7835 FOR MORE INFORMATION ON WHAT YOU NEED TO DO TO ATTENED BOR.
h. Policy for submitting Agenda Items—Frank asked that anyone wishing to submit items for the monthly board meeting must submit the item in writing stating why they wish this to be on the agenda. Items are to be submitted to Frank by the Tuesday before the Monday board meeting.
i. BULKY WASTE DROP-OFF—Sat. June 8, 2019 8:00 am to 1:00 Pm at the Municipal Building parking lot. More details regarding this event will be mailed to you!
a. Discussion / decision - 2019 Dog Count – Much discussion took place regarding the town conducting a dog count, why it is necessary and if the town really should worry about it. Randy moved that Justin Weeks conduct the dog count this year on his own time and the town pays him 50% of the late fee amount per dog ($10.00 / dog) plus mileage. Travis seconded the motion. Motion carried 3-0.
b. Update on DOT Funding for Road and Culvert flood damage—Frank reported that the DOT sent paperwork stating that the town can proceed with repairs on Foss Road. The town will receive 75% of the funds for repairing Jones Road and 75% of the funds for the repairs on Foss Road. They will also pay for 50% of our cost to put in another culvert on Foss Road.

a. Board Action – 2019 Dog Count in township---DUPLICATE AGENDA ITEM!! Please see Old Business a.
b. Discussion / Decision – Replacing Oshkosh Town Plow Truck – Frank presented details on a 2020 Western Star truck that Justin and him have been researching. The 1999 Oshkosh plow truck is getting old and may be headed for major repairs. It is time to think about a new truck. The town has saved approximately $130,000 toward the purchase of a new truck. After much discussion; Randy moved that the town purchase a new plow truck: 2020 Western Star chassis for $155,000 and the #3 option for the truck body with a Henke plow, wing, v-box spreader, etc. for $73,804. Also, the town will add to this purchase, On-spot chains and air bag for $3225 for a total cost of $232,029. Randy further moved in this motion that the town has permission to access the State Trust Fund to borrow $100,000. Travis Kloetzke seconded the motion. Motion carried 3-0.
c. Board Action – Picnic License for Fire Department Steak Fry – Frank moved seconded by Randy that the town grant a picnic license to the Fire Department for the June Steak Fry. Motion carried 3-0.
d. Board Action – Crack filling Proposal – Frank presented a quote from Herrling Crack Filling in the amount of $18,750.00. Travis seconded by Randy moved to accept the quote for crack filling. Motion carried 3-0.
e. Board Action – CSM –Dennis Binning – The board reviewed the certified survey map and application submitted to the town by David Jacob. Dennis Binning divided a (+/-) 34 acre parcel of land into two parcels (+/-) 17 acres each. One of the parcels was being sold off. Randy moved seconded by Frank that the town approve and sign this CSM. Motion carried 3-0.
f. Board of Appeals terms up in June 2019 for Roger Searl, J. Peter Braun & Bud Guenther – Frank will talk to the members up for reappointment and see if they would serve another term.
g. Board Action – Operator License Applications – The clerk reported that a back ground check was conducted for Kaitlin Wiese, Bruce Koepke and Mary Leicht with no results from the search. Randy seconded by Travis moved to grant an operator’s license to all three of the named applicants. Motion carried 3-0.

Closed Session – Frank asked for a motion to convene in closed session regarding Woodland Estates Blacktopping; a request for an extension- The Town Board intends to convene into closed session pursuant to Wis. Stat. 19.85(1)(g) for the purpose of conferring with legal counsel for the Town who is rendering oral or written advice concerning strategy to be adopted by the Town with respect to litigation in which it is or is likely to become involved and pursuant to Wis. Stat. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business because bargaining reasons require a closed session. In the closed session, the Town Board will discuss the verbal request from sub division owner / developer for an extension in the time ordered by town for blacktopping Thomaswood Trail & Thomaswood Court. Randy moved seconded by Frank that the board move into closed session for the reason(s) Frank stated.

Approving the monthly vouchers and checks – Randy moved that the checks and vouchers be approved as presented. Frank seconded the motion. Motion carried 3-0.

Adjournment – Frank seconded by Randy moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at
9:45 PM.
