TOWN OF LAMARTINE
Town Board Meeting Minutes
Dated: May 14, 2007
With h all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.
Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randa ll were also in attendance at this meeting.
Frank led the Pledge of Allegiance.
Frank then called for any corrections or additions in the April Board Meeting minutes.= Mike made a motion seconded by Bruce to approve the April minutes as presented. Motion carried 3-0.
Frank asked Greg to give the April Treasurer’s report. The Treasurer’s report was read aloud with an ending balance of $511,340.69 as of 4-30-2007. Mike made a motion to accept the Treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.
CITIZEN CONCERNS: Larry Conger asked if the people who would be affected by the Town giving back some of the town gravel roads/driveways to the individual property owners would be notified that this is going on. The board explained that this is a long way off and the interested parties would be notified and a special town meeting would be held prior to it happening.
Reports of damage to Forest Ave Road, west of the bridge was discussed. Frank will talk to the person he thinks may be responsible for the damage. It appears that the damage may have occurred on the section of road that is to be redone by Scott Construction this summer.
Bob Fox, Town of Lamartine representative on the County Board of Supervisors, went on the recorded stating that he feels that the Town of Lamartine should not spend any money cleaning up the Arthur Aigner property.
REPORTS AND COMMUNICATIONS:
1. Road Report. Frank reported that the crack filling of the selected town roads was completed. Rich and Frank will meet with John Delmore on Wednesday 5/16 to discuss the town’s summer road projects. A price is being sought to re-route the water from Hageman Road, as the road is breaking up.
B. Property Clean up Updates
1. Aigner Property CTH OO There is no evidence of any clean up activity at this property. Nothing has been heard from the County Corp. Counsel either.The town is not going to spend any money to help with the clean up of this property.
2. Schmitz Property W8251 Hwy 23. The Board asked the clerk to send a letter to Mr. Schmitz, stating that the vehicles must be removed in 15-days of receipt of the letter or the town will turn this issue over to Fond du Lac County Code Enforcement.
3. Roehl Property. N5602 Fairview Road. Clean up appears to be in progress. The board will speak to Mr. Roehl in a few days and check on his continued progress with the clean up.
C. Update on Cemetery/Veterans Memorial Committee Meeting—A picture showing how the Veteran’s Memorial will look when it is completed was shown. An article regarding the plans for the memorial was written by Lisa Haser and Greg Michels and published in the Fond du Lac Reporter this past Friday. About $15,000 in donations has been received so far. Roger Grade is donating his chipper to clean up Anderson Cemetery. A flagpole and flag may be erected at the North Anderson Cemetery. The next committee meeting will be held, Thursday, May 17, 2007, @ the Lamartine Municipal Building Meeting Room at 7:30 Pm.
D. Update on Town Ordinance Committee Progress on suggested changes to the new Town Subdivision Ordinance.The changes suggested by the Ordinance Committee have been outlined and forwarded to Attorney St. Peter. The committee is waiting to receive the second draft of the ordinance with these changes. A meeting will then be held so the committee can review the ordinance and make a recommendation to the Town Board.
E. Update on EMSAC. Nothing to report. The next meeting will be held at Eldorado on Thursday, May 17, 2007 at 6:30 Pm.
F. Report on the Town Road Clean up day--Saturday, April 28, 2007. Mike reported that the clean up day was again a success. He noted that there appeared to be less garbage on the town roadsides this year. He thanked the following people for their donations. Knaus Cheese for their donation of the meat for the cookout and cheese trays. Pete and Dolores Braun for donating their time to help organize the event and for purchasing the garbage bags. American Family Insurance (Lyle Birschbach) for donating bottled water and all the condiments for the cookout. Frank & Jeri Bartzen & Helen Haney for helping with the food preparation and serving. Alto Dairy for donating the milk, Liz Heider, Waste Management for donating safety vests, and Jody Suprenand for organizing, making phone calls, etc. Everyone’s participation and donations are greatly appreciated by the Town.
G. Board of Review (BOR) is scheduled for Tuesday, May 29, 2007 6:00 Pm to 8:00 Pm. If you wish to attend BOR you must fill out an “Object to Assessment” form, file it with the clerk and get a hearing appointment.
H. Update on the Smart Growth Plan—The Town did not received the grant they applied for to help with the cost of completing a Smart Growth Plan. The Town will try again for another grant this fall. Frank will contact the other municipalities that Lamartine combined with for the grant and see if they are also interested in reapplying for a grant.
I. Update on the Animal Siting OrdinanceEric Fowle, East Central WI Regional Plan Commission mailed packets of information to the town for review. He encouraged the town to send a letter, a draft copy of the ordinance, and maps to DATCP requesting re-certification. Discussion took place regarding this matter. The Clerk will email Eric and ask for clarification regarding how final the draft ordinance and maps should be before sending them to DATCP, if another meeting with land owners and the plan commission should be held before this re-certification is requested.
A. Possible relocation of the Posting Board at Knaus Cheese to St Stephen’s Church acrossed the road—The Clerk spoke with an official from the church regarding relocating the posting board to the church parking lot. The church is not sure they would allow this. Discussion took place. The Board will forget about moving the posting board to the church and instead will speak with Dan Knaus about relocating the board to a different section of the Knaus Cheese parking lot that will be more visible and convenient for town residents to read notices on the posting board.
B. Veolia’s opinion on the effectiveness of the letter they sent to all town residents informing them that all garbage must be placed in bags to help reduce the amount of garbage blowing out of the garbage trucks on pick up days. The clerk spoke to a representative at Veolia. They report that the letter they mailed has made a big difference in the amount of garbage blowing out of the garbage trucks on pick up days in the township.
C. Plans on removal of a tree at one of the town cemeteries.The town has received a reasonable quote to remove a tree at the cemetery. Jacob’s Quality Tree Service will remove the tree and grind the stump.
A. Discussion/decision regarding complaints of speeding on Priepke Road. The Board will call the Fond du Lac County Sheriff’s Department and request this road be patrolled.
B. Discussion/decision regarding removal of a stump on Towne Road on St Stephens Church property 8212;The Board will not consider removing this tree stump it is the church’s responsibility.
C. Discussion/decision if the Town will conduct a dog count this year.Mike made a motion that the town conducts a dog count this year. Bruce seconded the motion. Motion carried 3-0.
D. Discussion / decision as to when the next Town Newsletter will be distributed—The next town newsletter will be out approximately the end of the first full week in June. Anyone wishing to contribute an article must get it to the Clerk or Patty by June 1st. The second newsletter of the year is scheduled to be out the first part of December.
Approving the monthly vouchers and checks. Mike made a motion to accept the monthly vouchers as presented. Bruce seconded the motion. Motion carried 3-0.
With no further business to discuss Bruce seconded by Mike made a motion to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:45 Pm.
