Board Meeting Minutes
May 8, 2017

With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors Randy Kuik & Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. April Board Meeting Minutes (4/10/17)—Randy moved seconded by Roger to accept the April minutes with the correction in Old Business C – The correct road name is Heimrich not Hageman. Motion carried 3-0.
Treasurer’s Report—Greg read the April Treasurer’s report aloud with an ending balance of
$609,326.71. Roger moved to approve the treasurer’s report as presented. Randy seconded the motion. Motion carried 3-0.

Public Comment: A concern was raised regarding a culvert sign at the end of Brown Road is half run over. It is a big box culvert. No other comments were received.

a. Road Report—Rich has been busy graveling roads; Hageman, Smith, Foss and Pinno were the worst.
i. Culvert Permit Report--NONE
b. Monthly Building Permit Report—Frank read building permits issued this past month.
c. Update of the 2017 ANNUAL TOWN MEETING—Tuesday, April 18, 2017—No new business was introduced at the recent Annual Town meeting. The board requested a quote from Advanced Disposal regarding a two time per month recycling pick up. A change cannot be made in the town’s current contract. The town would have to sign a new five year contract to implement that change to two times per month now. Also, Advanced would require the town to go to carts supplied by the hauler. The board declined to jump into a new contract at this time. The current contract is up at the end of this year and the town would like shop around for a refuse hauler at that time.
d. Board of Review (BOR)—May 16, 2017—4:00 Pm to 6:00 PM at the LMBMR—
e. Update on 5/1/17 Informational meeting with the Plan Commission & Town Board – Zoning Ordinance verbiage clean-up to be consistent throughout the ordinance—Frank explained that there are some small items in the current Town Zoning Ordinance that need to be changed to make the ordinance consistent throughout the entire ordinance. A public meeting will be held and the plan commission will make a recommendation to the town board and the board will act on that recommendation at either a special town board meeting that night or at the next normal board meeting.
f. Announcement of DOT Meeting regarding County Y overpass repair—at the LMBMR—Thursday, May 18, 2017 at 5:00 for Public Officials only and 6:00 Pm for the general public.
g. Announcement of Joint Public Hearing between Towns of Eldorado & Lamartine to receive public comments regarding the temporary closing of Heimrich Road when necessary due to road conditions. Hearing to be held at Town of Eldorado Community Hall, N7664 County Road C, Eldorado @ 7:00 Pm.
a. Update – Letter of Credit or other financial instrument to secure road paving for Woodland Estates by SID Investments—Scott Swick reported to Atty. Matt Parmentier that they were working on getting some type of financial instrument to the town as required. Matt is recommending that the town request at lease 10 – 15% higher than the estimated amount of the road blacktopping to keep up with inflation as they are not planning on doing the last blacktop lift until September of 2019.

a. Board Action on reappointing the Board of Appeals members with terms expiring the 2nd Monday in June. Randy moved that the board reappoint Roger Searl, Harold (Bud) Guenther and J. Peter Braun
For another term on the Board of Appeals.
b. Board Action on crack filling quote from Crack Filling Service. Roger moved to accept the crack filling quote in the amount of $9,300.00 for the 2017 town road crack filling. Randy seconded the motion. Motion carried 3-0.
c. Water and ditch issues—Roger & Shirley Seymer; W8359 Lincoln Avenue were here to discuss the water drainage problem in their ditch. Roger showed pictures taken this year of standing water in the ditch. He explained that this problem has been going on for many years but has gotten even worse since they straightened out the road by their property. Frank stated that him and Rich would take a look at it and shoot a grade and see what is going on. Frank reported that there is another ditch drainage problem at the Schaetzel property on East Lamartine Drive that the town needs to address.
d. Update on Townline Bridge, federal and state bridge application—Frank reported that an application for funding for the Townline Bridge replacement has been submitted by Tom Janke, Fond du Lac County Highway Department on the Town’s behalf. Frank feels that the 20% of the towns share for this bridge replacement project would be around $350,000 if the town gets federal funding. It would take about three years from design point to construction completion.
e. CLOSED SESSION: The Town of Lamartine Town Board intends to convene into a closed session meeting pursuant to Wis. Stat. § 19.85(1)(g) for the purpose of conferring with legal counsel for the Board who is rendering oral or written advice concerning strategy to be adopted by the Town in litigation in which the Town is or is likely to become involved. During the closed session, the Town Board will discuss the property located at N5382 Thomaswood Court as well as discussion regarding the sign application received after the installation of a ground sign by Hefty Sign Co. Frank read the above aloud and then moved seconded by Randy that the board convene in closed session. Motion carried 3-0 and the board meeting went into closed session. Motion was made by Roger to reconvene in open session. Randy seconded the motion. Motion carried 3-0.
f. Board Action on application of Hefty Sign Co. to install sign at the intersection of State Road 23 & Johnson Road—Randy made a motion to deny the Commercial Sign Permit Application submitted to the Town by Hefty Sign Company dated 3-13-2017. Roger seconded the motion. Motion carried 3-0. Frank will let Matt know to send a letter to Hefty informing them the application was denied.

Approval of Monthly Vouchers & Checks—Roger moved seconded by Randy that the board approve the vouchers as presented. Motion carried 3-0.

Adjournment— Randy moved seconded by Frank to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:20 PM.
