Board Meeting Minutes
May 9, 2016
With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisors; Bruce Rhode & Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. April Board Meeting Minutes (4/11/16)—Bruce seconded by Roger moved to accept the April minutes as presented. Motion carried 3-0.
Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $535,298.14. Roger moved to accept the treasurer’s report as presented. Frank seconded the motion. Motion carried 3-0.
A reminder was made again by Supervisor Rhode to take care of the Forest Avenue ditch matter and bring the parties together for a meeting as was voted to do at a previous board meeting. Frank said he would put it on the next meeting agenda (June 13, 2016) for discussion.
REPORTS & COMMUNICATIONS:
a. Road Report—Rich is hauling gravel for some of the gravel roads that were discontinued by the town. When he is finished applying the gravel the county will be hired to grade the roads and they will be returned to the owners in good condition. (Ballwanz, Darling, Giebel, & Sunnyside Drive)
i. Culvert Permit Report—No permits issued this month
b. BOARD OF REVIEW—May 17, 2016—4:00 to 6:00 PM—Lamartine Municipal Building Meeting Room—Please contact Clerk, Jill Randall to make an appointment and receive the proper paperwork.
c. Report on Road Surface Damage on corner of Brown Road and Wonser Road—Frank and Rich reported that damage was done to the road by some heavy equipment. A letter was sent by the town to the party that damaged the roadside ditch asking them to repair the damage. The town has received aggressive phone calls and written correspondence of a hostile nature from a person/employee associated with this business that damaged the road. Legal counsel has been made aware of the threats made to the town.
d. Report on Road Surface Damage by a field entrance near the corner of Brown and Wonser Roads—The town has contacted the party responsible for this damage and they are going to take care of the damage as soon as weather permits.
e. Select a Board Member to be responsible for putting up “Notice of Rezoning” sign(s) when needed – Bruce Rhode volunteered to be responsible to put the signs up when necessary.
a. Discussion Board of Appeals terms expiring in June: Greg Michels, Paul Derecks, Sandra Karst & Bernie Ritger—Frank will talk to the Board of Appeals members with terms that are expiring and see if they are interested in serving another term and report the results back to the board in June.
b. Board Action—Quote for crack filling—Frank read the quote the town received for crack filling several town roads this season. Roger moved that the town accept the bid from Crack Filling Service Corp. dated 4/11/16, in the amount of $21,100. Motion seconded by Bruce. Motion carried 3-0.
c. Board Action—Choosing a date for the October 2016 Town Board Meeting. The second Monday in October the Town Board will be at the WI Towns Association Convention in Stevens Point—Frank moved seconded by Roger, that the board move the October Board meeting to the first Monday of the month, October 3, 2016 at 7:00 PM. Motion carried 3-0. Please note the November Board meeting will return to the second Monday as usual.
d. Discussion / Board Action—Town Lawn Mower—Frank and Rich reported that the town Kubota lawn mower is done for and in need of replacement. They presented a few option that they have been checking into. Roger made a motion seconded by Frank that the town buy the new Ferris zero-turn lawn mower at Ballweg Implement for $11,975.00 with a 60” deck. Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Bruce moved seconded by Roger to approve vouchers presented for payment. Motion carried 3-0.
Adjournment—Bruce seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:25 Pm.
