Board Meeting Minutes
November 10, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode, and Clerk; Jill Randall. Treasurer, Greg Michels was absent. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. October Board Meeting Minutes (10/13/14)—Mike seconded by Bruce moved to approve the October minutes as presented. Motion carried 3-0.
b. Public Hearing Minutes (11/6/14 –Discontinuation Mt Pleasant Drive)—Mike moved seconded by Bruce to approve the Public Hearing Minutes to Discontinue Mt Pleasant Drive. Motion carried 3-0.
Treasurer’s Report—Frank read the treasurer’s report aloud with an ending balance of $321,724.26. Bruce moved to approve the treasurer’s report as read. Mike seconded the motion. Motion carried 3-0.
Public Comment: A Board Supervisor commented that people’s names should not be mentioned in the minutes. Frank asked that the Town Atty be consulted on this matter.
REPORTS & COMMUNICATIONS:
a. Road Report—Frank reported that Rich is getting the trucks ready for winter, etc.
i. Culvert Permit Report—Culver report was issued to Lloyd Wallace on Forest Avenue Road.
b. Update on Voskuil property—Frank reported that he has been in touch with Ms. Voskuil; she continues to try and get the property cleaned up.
c. ELECTION –November 4, 2014 General Election—Municipal Board of Canvassers Mtg Nov. 7, 2014 to Count Late Arriving Absentee Ballots—clerk reported that there were 868 ballots cast at the election; 65 absentee voters including the one late arriving absentee ballot that was postmarked on election day but was received by the due date after the election. The Town of Lamartine Municipal Board of Canvassers met on Friday morning at 11:00 am to process this ballot. The election results were read aloud for the record. Please see the attached election results tapes for more information.
d. Update on Small Claims Court filing for Ron Semenas’ Delinquent Personal Property Taxes 2011, 2012 & 2013—Frank updated the board regarding this small claims case. The case has been settled out of court for the principal amount due only (no penalty) and court costs.
e. Update on Discontinuation of Mt Pleasant Drive—PUBLIC HEARING & Board Action—Nov. 6, 2014 @ 6:30 PM at the LMBMR—Frank reported that there was no opposition at the November 6th Public Hearing to discontinue Mt Pleasant Drive. All the property owners on this road were given official notice of this hearing. The Town Board voted 3-0 to vacate Mt Pleasant Drive. The Town Attorney will now move forward with the recording of the “Order to Discontinue Public Way”.
f. Update on Annual WI Towns Association Convention – October 26 – 28, 2014 at Stevens Point—Frank explained that the WTA Convention was very educational and went well.
g. Date for Next Newsletter—The articles for the next newsletter are due to the newsletter editor, Patti Rhode or Clerk, Jill Randall by February 1, 2015.
a. Forest Avenue Ditching (Woodley Property)—Frank explained that Attorney Vanderloop, representing Congers in a civil matter with Woodley on Forest Ave Road would speak regarding the matter. Attorney Vanderloop stated that a letter to the Town of Lamartine dated 11/10/14 was to file a formal complaint with the township pursuant to Wis. Stat. 88.90(2); requesting the town to view Mr. Woodley’s property and issue a recommendation to him to remove the obstructive culvert and replace it with one at the proper elevation set forth by the surveyor. The letter went on to further explain the towns’ statutory authority. After much discussion. Mike moved seconded by Bruce that Frank contact the town attorney and proceed following state statue to move through this matter. Motion carried 3-0.
b. Repair of Town Garage Roof—Frank reported that the work on the garage roof started today.
a. New Hire – Part time Snow Plow Driver—The Town has tentatively hired Mike Fisher to assist with snow plowing this winter. Mike moved seconded by Bruce to hire Mike Fisher. Motion carried 3-0. Frank commented that Jim Hoffman will continue to help out with plowing also.
b. Board Action—Resolution – Public Deposit Security Agreement w/Hometown Bank—Mike moved seconded by Bruce to approve the Public Deposits Security Agreement with Hometown Bank. Motion carried 3-0.
8:00 PM PUBLIC BUDGET HEARING
With the time being 8:00 Pm, Mike seconded by Frank moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2014 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.
The proposed 2015 Budget of the Town of Lamartine was read aloud by Chairman Frank Bartzen. Please see Attachment “A”—“Summary of Proposed 2015 Budget”. Discussion took place. Mike explained the increase in compensation for the chairman, treasurer and clerk positions Frank also reported that the annual garbage and recycling charge per household would be raised $2.00 to $148.00. Frank asked if there were any more questions. Bruce made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Randy Kuik seconded the motion. Motion carried unanimously.
SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE
Approving the 2015 highway expenditures pursuant to Section 82.03(2) of Wisconsin Statutes—Frank called for a motion to approve the 2015 highway expenditures at $352,900.00. Randy Kuik made a motion seconded by Ed Haney to approve the 2015 highway expenditures. Motion carried unanimously.
Approval to set the compensation of the elected town officials for the term of office beginning April 14, 2015 through April 11, 2017 pursuant to Section 60.32 of Wis. Statutes. The wage increase proposed is as follows: $1000 increase for the two year term for each of the following positions, Chairman & Treasurer and $1500 increase for the Clerk position. Randy Kuik moved seconded by Ed Haney to set the compensation of the elected town officials. Motion carried unanimously.
Adopting the 2014 tax levy to be paid in 2015 pursuant to Section 60.01(1)(a) of Wisconsin Statutes—Frank called for a motion to adopt the 2014 town tax levy payable in 2015 at $423,106.00. Frank Bartzen seconded by Randy Kuik moved to adopt the town tax levy at $423,106.00. Motion carried unanimously.
Frank, with all business having been completed, called for a motion to adjourn the Special Town Meeting. Randy Kuik seconded by Frank Bartzen moved to adjourn the special town meeting. Motion carried unanimously.
Frank called the regular Town Board meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2015 as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $423,106.00. Mike made a motion to adopt the 2015 budget as presented. Frank seconded the motion. Motion
Approval of Monthly Vouchers & Checks—Bruce made a motion that the board approve the checks and vouchers as presented. Mike seconded the motion. Motion carried 3-0.
Adjournment—Mike seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:23 Pm.
