Board Meeting Minutes, Budget Hearing and Special Town Meeting
Minutes Dated: November 11, 2013

With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode and Treasurer, Greg Michels were also in attendance at this meeting. Clerk Jill Randall was absent.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the October Board Meeting minutes.
Mike seconded by Bruce made a motion to accept the October Board meeting minutes as presented. Motion carried 3-0.

Frank asked Greg to read the Treasurer’s report. The ending balance as of 10-31-13 is $316,286.14. Bruce moved to approve the October Treasurer’s report as presented. Mike seconded the motion. Motion carried 3-0.

Citizen Concerns:
Concern addressed regarding ditch on Forest Avenue Road not flowing. This item will be discussed at a spring town board meeting.
Frank addressed concern about hunting taking place on the old Town dump property on Orchard Road. Board discussed this issue. Frank will put up “NO TRESPASSING” signs.

REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that Scott Construction repaired Karst Drive at no cost to the township. Rich is nearly done with the roadside mowing. The Town trucks are ready for winter.
1. Snowplow Driver Applicant / Wages—Mike moved seconded by Bruce to set wages of $14.00 per hour for the new part time snow plow driver. Motion carried 3-0.

8:00Pm—PUBLIC BUDGET HEARING AND SPECIAL TOWN MEETING

With the time being 8:00 Pm, Bruce seconded by Mike moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2013 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.

The proposed 2014 Budget of the Town of Lamartine was read aloud by Treasurer Greg Michels. Please see Attachment “A”—“Summary of Proposed 2014 Budget”. Discussion took place. Frank also reported that the annual garbage and recycling charge per household would be raised $7.00 to $146.00 Frank asked if there were anymore questions. Harold Birschbach made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Larry Conger seconded the motion. Motion carried unanimously.

SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE

Approving the 2014 highway expenditures pursuant to Section 82.03(2) of Wisconsin Statutes—Frank called for a motion to approve the 2014 highway expenditures at $352,800.00. Larry Conger made a motion seconded by Lawrence Ford to approve the 2014 highway expenditures. Motion carried unanimously.

Adopting the 2013 tax levy to be paid in 2014 pursuant to Section 60.01(1)(a) of Wisconsin Statutes—Frank called for a motion to adopt the 2013 town tax levy payable in 2014 at $419,124.00. Larry Conger seconded by Lawrence Ford moved to adopt the town tax levy.

Frank, with all business having been completed, called for a motion to adjourn the Special Town Meeting. Mike Suprenand seconded by Frank Bartzen moved to adjourn the special town meeting. Motion carried unanimously.

Frank called the regular Town Board meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2014 as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $419,124.00. Bruce made a motion to adopt the 2014 budget as presented. Mike seconded the motion. Motion
Carried 3-0.



REPORTS AND COMMUNICATIONS Continued:
B. Update on Building Committee “Work to be Done” Progress—Greg reported that the wall painting in the town hall is complete as well as the outside railings. The back of the maintenance building has been repaired.
C. Date of Next Newsletter & Deadline for Articles to be in to the Newsletter Editor—Articles will be due to the Patti by January 15, 2014. The next newsletter will be out by the end of February.
D. Update on the Annual WI Towns Association Convention attended by Town Elected Officials—Frank and Greg both attend the convention this year and felt that it was again a good educational convention.
E. Update on Foss Road Issues Regarding Road Owner of Record—This issue continues to be in the Town attorney’s hands.
F. Update on Progress of Delinquent Property Tax Payments for Lori’s Bar—Ms Suprenand reported to the Board that she has paid another $550.00 off on the outstanding tax bill.
G. Update on Upcoming Construction (Utility Work Etc.) going on in the Township—Frank reported that ATC will be replacing 5 towers. Charter Communication will be working in the “village” laying cable.

OLD BUSINESS:
A. Board Action—East Central WI Regional Plan Commission (ECWRPC)—Letter regarding possible Township Projects to be funded by ECWRPC—Frank stated that this item should be disregarded.

NEW BUSINESS:
A. Board Action—Original Liquor License Application for JR Garb Corporation—Trade Name “The Halfway House” located at W8306 Forest Avenue (formerly Tap Whatever)—The Clerk reported in her paperwork that there were no convictions for either Richard or Jodi Garb. Bruce seconded by Mike moved to approve issuing a liquor license to JR Garb Corporation.
B. Board Action—Applications for Operator License
a. Peggy Stark
b. Erik Moon—The Clerk reported in her paperwork that there were no convictions for either Stark or Moon. Mike seconded by Bruce moved to approve issuing both Stark and Moon operator licenses.
C. Board Action—Resolution “In Opposition of SB 349”—Frank read the resolution aloud. Mike seconded by Bruce moved to adopt the resolution “In Opposition of SB 349” as advised by the WI Towns Association. Motion carried 3-0.
D. Board Action—Public Deposit Security Agreement with Hometown Bank—Mike seconded by Bruce moved that the Town signs the Public Deposits Security Agreement with Hometown Bank. Motion carried 3-0.
E. Discussion / Board Action—Possible increase of Building Permit Fees—After some discussion Mike seconded by Bruce moved to table this item. Motion carried 3-0.

Approving the monthly vouchers and checks—Bruce seconded by Mike moved to approve payment of the monthly checks and vouchers as presented. Motion carried 3-0.

Adjournment—Mike moved seconded by Frank to adjourn the meeting. Motion carried 3-0 and the meeting adjourned.
