Board Meeting Minutes, Budget Hearing and Special Town Meeting
Minutes Dated: November 12, 2012

With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode and Clerk Jill Randall were also in attendance at this meeting. Treasurer, Greg Michels was absent.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the October Board Meeting minutes.
Mike seconded by Bruce made a motion to accept the October Board meeting minutes as presented. Motion carried 3-0.

Frank read the Treasurer’s report as prepared by Greg. The ending balance as of 10-31-12 is $264,792.37. Mike moved to approve the October Treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.

Citizen Concerns:
NONE

REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that the sand blasting, priming and painting of the Oshkosh truck is completed. Rich is finishing up the roadside mowing and getting the equipment ready for winter.
B. Town of Lamartine Election results for the Nov. 6, 2012 Presidential / General Election—The Clerk read the election results of Lamartine Wards 1 & 2 Nov. 6th voting. Please see Attachment “A” of these minutes for the results. 1042 town residents voted on election day. The Municipal Board of Canvassers (MBOC) met Monday, November 12, 2012 at 8:00 Am to process six (6) late arriving absentee ballots. The minutes from the MBOC are also included with these minutes in Attachment “A”.
B. Date of Next Newsletter & Deadline for Articles to be in to the Newsletter Editor—Article for the January 2013 newsletter should be gotten to newsletter editor Patti Rhode or Clerk, Jill Randall by December 15th.
C. Update on the Annual WI Towns Association (WTA) Convention attended by Town Elected Officials Oct 14-16th in Appleton—Frank reported that the convention was a day shorter than usual, but it worked out well. The WTA offered many educational seminars.

OLD BUSINESS:
NONE

NEW BUSINESS:
A. Opening of Truck Bids (Bids to purchase 1994 Town Pick up Truck)—Five sealed bids to purchase the 1994 F-350 town pick up truck were received by the Town. Bids were opened and discussed. Bruce seconded by Mike moved to accept the highest bid of $4150.00 submitted by Dux LLC to purchase the truck. Motion carried 3-0.
B. Adopt Resolution to borrow $25,000 from the Trust Funds of the State of Wisconsin for the purpose of financing the purchase of Town truck. The preamble and resolutions were read aloud by Chairman Bartzen, resolving that the Town of Lamartine borrow from the Trust Funds of the State of Wisconsin the sum of Twenty-five thousand dollars ($25,000.00) for the purpose of purchasing a town pick up / utility truck and for no other purpose. The loan to be paid within four (4) years in annual installments with interest at a rate of 2.50% per annum. Supervisor, Mike Suprenand made a motion that the town borrows $25,000.00 for the purchase a town pick up / utility truck, from the State Trust Funds with the conditions as read. Bruce seconded the motion. Motion carried 3-0. Let the record show that three yes votes were recorded as follows for approving to borrow from the State Trust Fund: Frank Bartzen, Chairman—YES
Mike Suprenand, Supervisor—YES
Bruce Rhode, Supervisor—YES
A. Approval of Reitzner CSM—Frank explained to the Board that Jim Reitzner and Scott VandeBerg were trading some land. All land would continue to be agriculture and have the same land use as before. Mike moved that the Town accept and sign the Reitzner CSM as presented at this meeting. Bruce seconded the motion. Motion carried 3-0.
B. Possible Amendment to the 2012 Budget—No budget amendment necessary at this time.


8:00Pm—PUBLIC BUDGET HEARING AND SPECIAL TOWN MEETING

With the time being 8:00 Pm, Mike seconded by Bruce moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2012 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.

The proposed 2013 Budget of the Town of Lamartine was read aloud by Chairman Bartzen. Please see Attachment “B”—“Summary of Proposed 2013 Budget”. Frank explained that the Town has not increased the Town levy for over ten (10) years. The State for the last several years has imposed a Levy Limit on the townships. Because the Town of Lamartine has a population under 2000 the town electors can vote at a Special Town Meeting to exceed the towns’ levy limit. The 2013 Proposed Budget includes a 10% levy increase of $37,550 in the 2012 (payable 2013) town levy. The Board feels an increase in the levy is necessary for the town to continue to take care of the roads and to offer the same services it currently offers. Mike reviewed the increases in town expenses over the last ten years. Frank also reported that the annual garbage and recycling charge per household would be raised $2.00 to $139.00 Frank asked if anyone had any questions. Hearing none, Pete Michels made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Randy Kuik seconded the motion. Motion carried unanimously.

SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE

Approving the 2013 highway expenditures pursuant to Section 82.03(2) of Wisconsin Statutes—Frank called for a motion to approve the 2013 highway expenditures at $344,800.00. Randy Kuik made a motion seconded by Harold Birschbach to approve the 2013 highway expenditures. Motion carried unanimously.

Consider the adoption of a resolution by the town meeting endorsing a town board resolution which proposes that the town levy exceed the state allowable levy limit under s. 66.0602 of Wis. Statutes, specifically a proposed tax levy which would exceed the allowable town tax levy for 2012 (payable 2013) by 10% which would be a dollar increase of $37,550.00 over the allowable 2012 town tax levy. This increase would be ongoing. Frank read the resolution aloud (See Attachment C). Larry Conger moved that the Town electors endorse the town board resolution to increase the town tax levy for 2012 (collected 2013) by 10% ($37,550) over the allowable 2012 town tax levy. Randy Kuik seconded the motion. Frank called for a voice vote. Let the record show the results of this vote by 13 town residents eligible to vote in the Town of Lamartine; voted as follows at this Special Town Meeting:
Town Electors voting aye: 8
Town Electors voting nay: 0
Town Electors abstaining: 5

Adopting the 2012 tax levy to be paid in 2013 pursuant to Section 60.01(1)(a) of Wisconsin Statutes—Frank called for a motion to adopt the town tax levy by resolution; “Electors to Adopt the Town Tax Levy at a Special Town Meeting of the Electors” (See Attachment D). Randy Kuik moved seconded by Pete Michels that the town electors adopt the town tax levy for 2012 to be collected in 2013 at $413,056.00. Frank called for a voice vote. Let the record show the results of this vote by 13 town residents eligible to vote in the Town of Lamartine; voted as follows at this Special Town Meeting:
Town Electors voting aye: 13
Town Electors voting nay: 0
Town Electors abstaining: 0

Frank, with all business having been completed, called for a motion to adjourn the Special Town Meeting. Tony Michels seconded by Randy Kuik moved to adjourn the special town meeting. Motion carried unanimously.

Frank called the regular Town Board meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2013 as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $413,056.00. Mike made a motion to adopt the 2013 budget as presented. Bruce seconded the motion. Motion
carried 3-0.

Approving the monthly vouchers and checks—Mike seconded by Frank moved to approve payment of the monthly checks and vouchers as presented. Motion carried 3-0.




Adjournment—Mike moved seconded by Bruce to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:35 Pm.
