Board Meeting Minutes
November 13, 2017
With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. October Board Meeting Minutes (10/2/16)—Roger seconded by Randy moved to approve the October minutes as presented. Motion carried 3-0.
Treasurer’s Report—Greg read the September Treasurer’s report aloud with an ending balance of
$393,421.85. Randy moved seconded by Roger to accept the treasurer’s report as presented. Motion carried 3-0.
Public Comment: NONE
7:30 PM PUBLIC BUDGET HEARING
With the time being 7:30 Pm, Roger seconded by Randy moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2017 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.
The proposed 2018 Budget of the Town of Lamartine was read aloud by Treasurer Greg Michels. Please see Attachment “A”—“Summary of Proposed 2018 Budget”. Discussion took place. The annual garbage and recycling charge per household will increase to $155.00. Frank asked if there were any questions. Nick Kuik made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Randy Kuik seconded the motion. Motion carried unanimously.
SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE
Approving the 2018 highway expenditures pursuant to Section 82.03(2) of Wisconsin Statutes—Frank called for a motion to approve the 2018 highway expenditures at $360,400.00. Greg Michels made a motion seconded by Frank Bartzen to approve the 2018 highway expenditures. Motion carried unanimously.
Adopting the 2017 tax levy to be paid in 2018 pursuant to Section 60.01(1)(a) of Wisconsin Statutes—Frank called for a motion to adopt the 2017 town tax levy payable in 2018 at $471,605.00. Roger Grade seconded by Greg Michels moved to adopt the town tax levy at $471,605.00. Motion carried unanimously.
Frank, with all business having been completed, called for a motion to adjourn the Special Town Meeting. Roger Grade seconded by Randy Kuik moved to adjourn the special town meeting. Motion carried unanimously.
Frank called the regular Town Board meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2018 (See Attachment “A”) as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $471,605.00. Frank made a motion to adopt the 2018 budget as presented. Randy seconded the motion. Motion carried 3-0.
Town Board Meeting Continues where it left off…
REPORTS & COMMUNICATIONS
a. Road Report—Frank reported that Rich has finished the mowing. He has been working on tires and airbrakes on the big trucks.
i. Culvert Permit Report—Frank read one culvert permit aloud for Roberts Homes for a home being newly constructed on Randallwood Lane
b. Monthly Building Permit Report—Frank read October Building permits aloud
c. Update on the Board’s attendance at the WTA Annual Convention in Stevens Point—October 2017
a. Update – hiring for Road Supervisor position—The Town Board made a decision at a closed board meeting on Monday, November 13, 2017 at 6:00 Pm on which individual of the three candidates the board interviewed they would offer the position. The Town will wait and see if the offer is accepted.
b. Discussion on placement of 45 mph speed limit sign in comparison to motion made and seconded at the October Town Board meeting—Roger explained that at the October Board meeting he had made a motion …”that the 45 mph speed limit (white sign) is placed to start the 45 mph speed limit south of Dean Birschbach’s driveway, N5490 Hillcrest Road.” The motion was seconded and carried. The signs are now up and do not appear to be placed where they were supposed to be placed. The white 45 mph speed limit sign is farther south of Birschbach’s driveway than it was described to be in the motion. After much discussion Roger moved seconded by Randy that the sign will be left where it currently is installed with a review of this placement at the October 2018 board meeting. Motion carried 3-0.
a. Terms expiring for Plan Commission members; Glenn Becker & Carol Kinyon - January 2018 (three year terms) Frank will speak to these individuals and report back at the December meeting if they are interested in reappointment or not.
b. Discussion possible Board Action regarding Veteran’s Memorial Fund Checkbook / Financials—Greg informed the board that there is approximately $8500.00 left in the memorial fund account. Greg was informing the board that he would be moving this money to a regular checkbook account with two signatures being required on each check written. Greg would be one of the signers as well as another Veteran Memorial Committee member.
c. Approval of Intergovernmental Ambulance Agreement (5 year agreement Expires 2022). Frank reported that it was time to renew the Intergovernmental Ambulance Agreement for another five year period. Randy moved to approve the Intergovernmental Ambulance Agreement for a five year term to expire in 2022. Roger seconded the motion. Motion carried 3-0.
d. Board Action – Signage on Merrill Road “NO THRU TRUCK TRAFFIC”—Frank explained that he would like to install “NO THRU TRUCK TRAFFIC” signs on County TC and Towne Road. Frank moved that these two signs, “NO THRU TRUCK TRAFFIC” be place on County TC and one on Towne Road. Roger seconded the motion. Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Randy moved seconded by Roger that the board approve the checks and vouchers as presented as well as give permission for the clerk and treasurer to pay the annual dog settlement to Fond du Lac County when the amount due is determined so the deadline can be met. Motion carried 3-0.
