Board Meeting Minutes, Budget Hearing and Special Town Meeting
Minutes Dated: November 14, 2005
With all notices having been properly posted, Ed Montsma, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.
Supervisors Mike Suprenand and Frank Bartzen were in attendance at this meeting.
Ed led the Pledge of Allegiance.
Ed then called for any corrections or additions in the October Board Meeting minutes. Frank made a motion seconded by Mike to approve the October minutes as presented. Motion carried 3-0.
Ed then called for any corrections or additions in the October 20, 2005 Special Board Meeting minutes. Mike seconded by Frank made a motion to accept the special meeting minutes as presented. Motion carried 3-0.
Ed asked Greg to give the October Treasurer’s report. The Treasurer’s report was read aloud with an ending balance of $311,267.20. Mike made a motion to accept the Treasurer’s report as given. Frank seconded the motion. Motion carried 3-0.
Larry Conger asked the purpose of the October 20, 2005 Special Town Board Meeting. Ed explained that it was only to approve the Park Committee to spend the remainder of their funds on a lunch for the volunteers building the shelter at the park. Larry also asked when the stop signs at his subdivision would be installed. Road Supervisor, Rich Buteyn said that he would get them up as soon as he could.
REPORTS AND COMMUNICATIONS
A. Road report—
1. Road Coring on East Lamartine Drive—The coring on East Lamartine Drive is completed. The blacktop on this road is only 4 ½ to 5 inches from the cement. Ed suggested that the board consider adding gravel and milling it to 7 or 8 inches. This would raise the road but the option of grubbing out the cement under the blacktop at a cost of approximately $120, 000 to $150,000 just does not seem justified, when the bad spots in the road due to the cement pushing the blacktop up could be solved for approximately $45,000 to $60,000. This option has been allowed for in the 2006 road budget. The board would like to have a meeting this winter with the residents on this road to see how they feel about it.
2. Road Supervisor’s Annual Review—Ed stated that he had completed Rich’s annual review and he would like to propose a wage increase from $15.00 per hour to $15.50 per hour beginning January 1, 2006. Mike made a motion to approve this wage increase from $15.00 per hour to $15.50 per hour. Frank seconded the motion. Motion carried 3-0.
Ed noted that Rich is nearly done with the last roadside mowing and the plows are ready for the winter.
B. Property Clean-ups
1. Treptow Property— N6345 Hillcrest Road—This property has been closed out by the County as the CTY found only one unlicensed vehicle on the property. Ed checked out this property and found seven vehicles on the property. Ed will talk to the property owner and give him 30-days to remove the extra-unlicensed vehicles off the property.
2. Former Mastellar Property—N6262 CTH Y—Bids were made at the sale on the courthouse steps but no decisions have been made yet.
A. Signing of the Roger Stubbe Certified Survey Map (CSM)—Mr. & Mrs. Stubbe explained that the reason for the survey was only to separate the personal property from the business property. Frank made a motion to approve signing of the Stubbe CSM. Mike seconded the motion. Motion carried 3-0.
MONTHLY CHECKS AND VOUCHERS
Frank made a motion to accept the monthly vouchers as presented. Mike seconded the motion. Motion carried unanimously.
8:00Pm—PUBLIC BUDGET HEARING AND SPECIAL TOWN MEETING
With the time being 8:00 Pm, Frank seconded by Mike moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Ed Montsma, Chairman of the Town of Lamartine, called the 2005 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.
The proposed 2006 Budget of the Town of Lamartine was read aloud by Treasurer Greg Michels. Please see Attachment “A”—“Summary of Proposed 2006 Budget”. Greg explained that the Wisconsin Department of Revenue was imposing a tax levy limit. To figure the Town of Lamartine’s 2005 payable in 2006 tax levy we would be allowed to use the 2004 municipal tax levy plus 2% new construction growth factor, plus an increase in 2005 payable 2006 debt service over the prior year. This would allow for a municipal tax levy for 2005 payable in 2006 of $320,821. Chairman Montsma explained some of the roadwork being considered for 2006.
Delores Braun made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Harold Birschbach seconded the motion. Motion carried unanimously.
SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE
Ed called for a motion to adopt the 2005 levy to be paid in 2006, at $320,821.00, pursuant to Section 60.01(1)(a) of the Wisconsin State Statues. Peter Braun made a motion to adopt the Town Levy at $320,821.00. Delores Braun seconded the motion. Motion carried unanimously.
With all business having been completed, Ed called for a motion to adjourn the Special Town Meeting. Thomas Hintz made the motion seconded by Harold Birschbach to adjourn the special town meeting. Motion carried unanimously.
Ed called the Town Board Meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2006 as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $320,821.00. Frank made a motion to adopt the 2006 budget as presented. Mike seconded the motion. Motion carried 3-0.
Mike made a motion to adjourn the meeting. Frank seconded the motion. Motion carried.
