Board Meeting Minutes
November 9, 2015

With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Bruce Rhode and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. October Board Meeting Minutes (10/12/15)—Bruce seconded by Roger moved to approve the October minutes as presented. Motion carried 3-0.

Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $450,229.40. Roger moved to accept the treasurer’s report as read. Bruce seconded the motion. Motion carried 3-0.

Public Comment: Treasurer Michels commented that at the budget workshop two items that needed to be considered / approved by the board to be completed yet this year as extra funds were available were not on the agenda so the board could act on them. The Board will hold a Special Town Board Meeting to discuss and act on replacing two overhead garage doors and one service door in the maintenance shop and adding more oak cabinets to the meeting room on Thursday, November 19, 2015 at 5:15 Pm at the LMBMR.

REPORTS & COMMUNICATIONS:
a. Road Report—Rich is finishing up the mowing of the town roadside ditches.
i. Culvert Permit Report—Culvert permit issued for new home driveway on Randallwood Lane to Pam Demoske.
b. Update on the Towns’ TRIP Program Application submitted for 2016 – 2017—Frank reported that the TRIP Committee met; Lamartine was not awarded a grant for the 2016-2017 application period.
c. Update on Annual WI Towns Association Convention – October 25 – 27, 2015 at WI Dells—The recent convention was attended by Frank, Roger, Greg, Jill and Harold. The educational classes offered were very informative this year.
d. Date for Next Newsletter—Discussion took place as to the best time for the next newsletter to be published and distributed. Bruce excused himself from voting on this matter as his wife is the newsletter editor. Frank moved to have the newsletter information to Patti by the first week in January to be published the first week in February. Roger seconded the motion. Motion carried 2-0.

OLD BUSINESS:
a. Forest Avenue Ditching (Woodley Property)—Frank read a statement aloud regarding the Forest Avenue Ditch matter (Please see attachment “B”). In summary, the town received a request from the Congers to put the ditch matter on this month’s agenda. The letter listed two reasons for this request and asked the town to consider notifying Mr. Woodley that the town is going to finish digging the ditch so that water flows in accordance with the drainage survey’s done by two professional parties and let the property owner install a culvert if he wishes to use that driveway. The statement continued; per recommendation of the town’s legal counsel, he (Frank) respectfully declines discussing this matter tonight. This is a civil matter and the town will not get involved any further…Frank then asked if the other board members had any comments. After a lengthy discussion; Bruce made a motion to bring all parties to the table; Congers, Woodley, and the Town Board to discuss and resolve this matter. If all parties cannot be brought to the table then the town takes a wait and see attitude. Roger seconded the motion. Motion carried 3-0.

NEW BUSINESS:
a. New Hire – Part time Snow Plow Driver—Bruce moved to advertise and move forward with hiring two (2) part time positions for snow plow driving this season. Roger seconded the motion. Motion carried 3-0.

7:30 PM PUBLIC BUDGET HEARING

With the time being beyond 7:30 Pm, Bruce seconded by Roger moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2015 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.

The proposed 2016 Budget of the Town of Lamartine was read aloud by Treasurer Greg Michels. Please see Attachment “A”—“Summary of Proposed 2016 Budget”. Discussion took place. The annual garbage and recycling charge per household will be raised $2.00 a year to $150.00. Frank asked if there were any more questions. Greg Michels made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Larry Conger seconded the motion. Motion carried unanimously.

SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE

Approving the 2016 highway expenditures pursuant to Section 82.03(2) of Wisconsin Statutes—Frank called for a motion to approve the 2016 highway expenditures at $340,400.00. Larry Conger made a motion seconded by Roger Grade to approve the 2016 highway expenditures. Motion carried unanimously.

Adopting the 2015 tax levy to be paid in 2016 pursuant to Section 60.01(1)(a) of Wisconsin Statutes—Frank called for a motion to adopt the 2015 town tax levy payable in 2016 at $428,606.00. Frank Bartzen seconded by Greg Michels moved to adopt the town tax levy at $428,606.00. Motion carried unanimously.

Frank, with all business having been completed, called for a motion to adjourn the Special Town Meeting. Larry Conger seconded by Roger Grade moved to adjourn the special town meeting. Motion carried unanimously.

Frank called the regular Town Board meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2016 (See Attachment “A”) as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $428,606.00. Bruce Rhode made a motion to adopt the 2016 budget as presented. Roger Grade seconded the motion. Motion carried 3-0.

NEW BUSINESS Continues:
b. Board Action—Resolution – Public Deposit Security Agreement w/Hometown Bank—No Action required as Hometown Bank never removed the agreement from December of 2014. Hometown Bank, Greg and Jill will continue to monitor the accumulative bank account balances.

Approval of Monthly Vouchers & Checks—Frank moved seconded by Bruce to allow the clerk and the treasurer to make payment of $5.00 to Dan Coehoorn, reimbursement of dog license fee overpayment. Roger made a motion that the board approve the checks and vouchers as presented. Frank seconded the motion. Motion carried 3-0.

Adjournment—Bruce seconded by Roger moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:30 Pm.
