November 09, 2020

With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Deputy Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
October Board Meeting Minutes (10/12/2020) – Greg noted the following correction in the October minutes. Under Reports & Communications –Frank read the Monthly Building Permit Report not the Culvert Permit Report that was noted in the October minutes. Randy seconded by Travis moved to approve the October Town Board meeting minutes as corrected. Motion carried 3-0.

Treasurer’s Report – Greg read the October Treasurer’s report aloud. The ending balance as of 10/31/2020 was $432,422.47. Travis moved seconded by Frank to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Ron Giebel was wondering if the Recycling/Garbage pickup was separated since they are deposited into the same truck. Greg noted that he has questioned that to the Garbage Company and was told that they are divided in the truck. One side is recycling and the other is garbage. It was also noted that Advanced Disposal has been bought out by Waste Management.

a. Road Report—Frank reported that last week with the help of Justin they worked on the trucks and they are all ready for the winter season. Dave Baumhardt will fill in to help with the township plowing once the snow begins to fall. Frank also noted that all the work has been finish with the Boom Mower.

a. Board Discussion—Schrubbe update. Mr. Schrubbe, Matt (town lawyer), and the judge had a phone conversation. Matt will be getting another inspection warrant so another inspection of the property can be completed. The inspection of the property should take place the 1st week of December. The purpose of the inspection is to see if any progress has been made since the last inspection.

a. Board Discussion—Election Results. There was a total of 1151 voter ballots cast on November 3rd. The total number of votes for the President was Biden/Harris 293 votes, Trump/Pence 835 votes, Blankenship/Mohr 1 vote, Jorgensen/Cohen 14 votes, Carroll/Patel 5 votes, for a total vote count of 1148. There was 3 Undervotes. As for the referendum Yes had 804 votes, No had 301 for a total of 1105 with 46 Undervotes.
Approval of Monthly Vouchers & Checks – Travis seconded by Randy moved to approve the vouchers presented for payment. Motion carried 3-0.

With the time being 7:30 Pm, Randy seconded by Frank moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0.

With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2020 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.

The proposed 2021 Budget of the Town of Lamartine was read aloud by Chairman, Frank Bartzen. Please see Attachment “A”—“Summary of Proposed 2021 Budget”. Discussion took place. The annual garbage and recycling charge per household will increase $4.00 to $172.00. Frank asked if there were any questions and Nic Kuik asked if there was an increase in the budget. Greg informed him that there was a $20,000.00 increase for the Revaluation of properties that needs to be completed by 2022. . Nick Kuik made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Kevin Schwinn seconded the motion. Motion carried unanimously.

A. Motion to ADOPT “Resolution for Electors to Adopt the Town Tax Levy at a Special Town Meeting of the Electors”. Approving the 2020 total town tax levy $ 546,050.00 to be collected in 2021 pursuant to s. 60.10(1)(a) of Wis. Statutes. (Motion by Electors) – Nic Kuik moved seconded by Frank that the town adopts the resolution for the electors to adopt the town tax levy setting the 2020 town tax levy at $546,050.00 payable in 2021. Motion carried unanimously.
B. Motion to increase the Chairman and Treasurer Salary by $1000.00. Randy moved seconded by Nic Kuik to increase the salary starting in April 2021.
C. Call for a motion to adjourn the Special Town Meeting. (Motion by the Town Electors) Nick Kuik moved seconded by Frank Bartzen to adjourn the special town meeting. Motion carried unanimously.

Town Board Meeting Continues—with the first order of business being:
A. Calling of the November Board Meeting back into order – Frank called the monthly board meeting back to order.
B. Motion to adopt the final 2021 Budget as presented – Travis moved to adopt the 2021 budget as presented. Randy seconded the motion. Motion carried 3-0.

Town Board Meeting Continues where it left off…

Adjournment – Randy seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 7:36PM
