Board Meeting Minutes
October 12, 2020
With all notices having been properly posted, Frank Bartzen, Chairman called the October meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor; Randy Kuik, Treasurer Greg Michels and Deputy Clerk; Jessica Randall. Supervisor Travis Kloetzke was present via phone. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
September Board Meeting Minutes (9/14/2020) –No Corrections were noted. Randy moved to accept the September Minutes. Seconded by Travis. Motion carried 3-0.

Treasurer’s Report – Greg read the September Treasurer’s report aloud. The ending balance as of 9/30/2020 was $449,291.19. Frank moved to accept the Treasurer’s report as presented. Motion seconded by Randy. Motion carried 3-0.

Public Comment:
NONE

REPORTS & COMMUNICATIONS
a. Road Report—Justin reported that he had been cutting brush and putting that into the chipper, ditches mowed and they have been getting the trucks ready for winter and DOT approved.
i. Culvert Permit Report - Frank read the culvert permits issued this past month.
b. Budget Workshop Meeting-Reminder that there is a Budget Workshop Meeting (Town Elected Officials) on Thursday October 15th at 6pm to prepare the 2021 budget to be presented at the Budget Hearing and Special Town Meeting on Nov.9, 2020.

OLD BUSINESS:
a. Discussion/ Decision- Contract with Bowmar for 2021-2022 town re-valuation. Contract was presented and the total price will be $39,500 to be paid in monthly installments. The job will start in the fall of 2021 (Sept-Oct). The field work (walk around) will take 6-8 weeks to be completed and the residents will receive notification 6 weeks in advance of the start of the walk around. The township will add a reminder notice in the letter that goes out with the tax statements. The job in full with the field work and paperwork will take about 6 months to complete and there will be Board Review of the town re-valuation in August 2022. The re-evaluation will be payable with the 2023 taxes. Frank moved to sign the Bowmar re-evaluation contract seconded by Randy. Motion carried 3-0

NEW BUSINESS:
a. Board Action/Discussion- Fire Department presenting the 2021 Fire Department Budget. There has been no change in regards to the budget from last year. The board did not have any questions at this time. Randy moved seconded by Frank to accept the 2021 Fire Department Budget. Motion carried 3-0.
b. Board Discussion/Decision in regards to the Routes to Recovery Grant. The board agreed to use $11,000 from the Routes to Recovery grant to purchase a washing machine for the Fire Department, Gear Bags for EMS, and Thermometers for the Town Hall and Fire Department. All these items will be used to prevent Covid-19 and any other infectious diseases. Randy moved seconded by Frank to use those funds from the grant to purchase those items. Motion carried 3-0
c. Board Discussion/Decision for employee retirement (WRS)- Paperwork for the WRS retirement is due by November 15th, 2020 for the 2021 year. There was discussion that the state requires payment via ACH and how it will fit within the Budget. The funds will be pre-taxed. Randy moved to proceed with getting Justin signed up for the WRS retirement and was seconded by Travis. Motion carried 3-0.

Approval of Monthly Vouchers & Checks— Frank moved seconded by Randy to approve the vouchers for payment Motion carried 3-0.

The Board convened in closed session to discuss road supervisors’ promotion/compensation under 19.85(1)(c ). The board will convene into closed session pursuant to Wis. Stat. 19.85(1)(c ) for the purpose of considering employment, promotions, compensation, or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility. Randy seconded by Travis convene into closed session. Motion carried 3-0.

Adjournment –Frank seconded by Randy moved to adjourn the meeting. Motion carried 3-0, meeting adjourned at 8:23 PM.
