Board Meeting Minutes
October 17, 2022
With all notices having been properly posted, Frank Bartzen, Chairman called the October meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor; Travis Kloetzke, Treasurer Greg Michels and Clerk; Jessica Randall. Supervisor Randy Kuik was out of town. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
September Board Meeting Minutes (9/12/2022) –No Corrections were noted. Frank moved to accept the September Minutes. Seconded by Travis. Motion carried 2-0.

Treasurer’s Report – Greg read the September Treasurer’s report aloud. The ending balance as of 9/30/2022 was $836,162.53. Travis moved to accept the Treasurer’s report as presented. Motion seconded by Frank. Motion carried 2-0.

Public Comment:
Levin and Scott VandeBerg were wondering about Building Requirements for their property. Frank gave them all the requirements. At least 1 acre and the house will need to be a minimum of 960 sq ft. Culvert will also need to be a minimum of 15 inches. Frank did note that they would probably have to do a CUP for this property.


REPORTS & COMMUNICATIONS
a. Road Report—NONE
i. Culvert Permit Report - Frank read the culvert permits issued this past month.
b. Monthly Building Permit Report- Frank read the monthly building reports.

OLD BUSINESS:
a. Discussion/ Decision- Ditch Ordinance- Town Attorney re did the paragraph on the costs to read how the board wanted. Frank moved to approve the Ordinance as presented. Motion was seconded by Travis. Motion carried 2-0.
b. Board Discussion/Decision—Town Website—Jessica informed the board on the costs that were questioned at the last Board Meeting. The fee would be $635.00 per year and a one time set up fee for $799.00. After discussion Jessica will get recommendations and quotes from the Town Association and Terry Lemke, along with Wisnet. and this will be re addressed at the November Board Meeting.

NEW BUSINESS:
a. Board Action/Discussion- Fire Dept presenting 2023 Fire Department Budget—Greg informed the board that the budget is $58,500 for 2023. It is up a little from 2022 due to maintenance. Frank made the motion to accept the budget as presented and was seconded by Travis. Motion carried. 2-0.
b. Board Discussion/Decision-Update on Cemetery Meeting—Greg informed the board the annual Cemetery Meeting was on Sept 24th, 2022. 4 names were added to the Veterans Memorial. There are some brackets that hold flags up that will need to be replaced. There will also be needing some new flags as well. All the cemeteries look great within the township. They are also looking for another member so if anyone is interested, please contact Greg Michels. The next meeting will be held on Sept 25, 2023.
c. Board Discussion -Town Constable-Greg spoke with Dan Wepner and he agreed to fill the open Constable position. Frank moved to hire Dan as the Town Constable seconded by Travis. Motion carried 2-0.
d. Board Action—Cleaning Person-Kristin Hollenbeck put in an application for the open Cleaning Position. Jessica will meet with her to discuss the position more in detail. Frank moved to hire Kristin for the vacant position, seconded by Travis. Motion carried 2-0.
e. Board Discussion/Decision-Fix or replace town Truck—The town Dually needs to be fixed and/or replaced. Craig can do the work on the Dually and it will cost the Town $1200.00 if Summit does the work the town cost would be $3800. Some of the work that needs to be completed is replacing the manifolds, replace Catalytic Converter, gaskets. It was discussed to fix the truck to get the town through the winter months and also to begin looking for used trucks to replace the Dually. Frank moved to buy the parts and begin the repairs and also look into finding a replacement truck. Motion was seconded by Travis. Motion carried 2-0.
f. Board Discussion/Decision-Board Discussion/Decision—Investing Town Funds for Higher Interest Rate—Greg reviewed with the board on the costs for CDs that he discussed with the financial institution. Frank moved to get 2 CDs. 1 for 6 months at 50,000 and the other for 12 months at 200,000. Motion was seconded by Travis. Motion carried 2-0.



Approval of Monthly Vouchers & Checks— Frank moved seconded by Travis to approve the vouchers for payment Motion carried 2-0.

The Board convened in closed session to discuss road supervisors’ promotion/compensation under 19.85(1)(c ). The board will convene into closed session pursuant to Wis. Stat. 19.85(1)(c ) for the purpose of considering employment, promotions, compensation, or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility.

Frank seconded by Travis convene into closed session. Motion carried 2-0.

Travis seconded by Frank moved to go back into the regular monthly board meeting. Motion carried 2-0.

Adjournment –Frank seconded by Travis moved to adjourn the meeting. Motion carried 2-0, meeting adjourned at 8:05 PM.
