Board Meeting Minutes
October 3, 2016
With all notices having been properly posted, Frank Bartzen, Chairman called the October meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Bruce Rhode and Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. There were three other attendees. (Sign in sheet is filed with these minutes)

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. September Board Meeting Minutes (9/12/16)—Roger seconded by Bruce moved to approve the September minutes as presented. Motion carried 3-0.

Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $340,728.43 as of 9/30/2016. Bruce moved to accept the treasurer’s report as presented. Roger seconded the motion. Motion carried 3-0.

Public Comment:
NONE

REPORTS & COMMUNICATIONS:
a. Road Report— Rich is still mowing the roadsides, it is very difficult due to the wetness. Scott Construction will be in the township to sweep extra stone chips off Schraven Circle & Karst subdivision.
i. Culvert Permit Report—None
b. November Board meeting will be back on the 2nd Monday (November 14, 2016) at 7:00 PM
c. Monthly Building Permit Report—Frank read aloud six building permits issued in September.
d. Update of Roads recently vacated by the Town—Frank reported that the county has the gravel roads graded that were recently returned to the property owners so they are returned in good shape.
e. Frank, Roger, Greg, Jill and Harold will attend the WTA Annual Convention in Stevens Point—October 9th thru October 11th.
f. Update on WTA Road Meeting held at the FDL County Fairgrounds Expo Building Sept. 29, 2016—Frank stated that he and some of the other board members attended the “Just Fix it” road meeting. Wisconsin municipalities are looking for funds to help keep roads in good traveling condition in WI. The increase in the amount of money it takes to keep the roads up is making it nearly impossible to maintain the township’s roads. Governor Walker does not want to raise taxes or increase registration fees. If the budget goes through as it is now the town will receive $4000.00 more in road aides. This is a growing concern for the towns, cities & villages in the state.
g. Reminder Upcoming Budget Workshop Thursday, October 13th at 3:30 PM for Elected Officials (The proposed budget will be voted on by the town residents at the November 14th Town Board, Budget Hearing & Special Town Meeting. NO decisions will be made by the board at this workshop.
h. Update on Vault cleaning & archiving Town materials—The vault has been cleaned out and bookkeeping records over 10 years old have been destroyed. Old minute books and tax rolls were organized by date. The FDL Cty Historical Society is willing and able to store the tax roll books, dating back to 1923, in a climate controlled room, making them available for the general public to view upon request. Labels will be placed in the front of each book stating it is the property of the Town of Lamartine. A list of the books transferred to the Historical Society will be posted in the vault in the event someone is requesting to view a book it can be located.
i. Update on Veteran / Cemetery Meeting Nov. 26, 2016—Greg reported that two names were added to the memorial. There are other vets in the township, but to date they are not interested in having their names added to the memorial. The cemeteries were discussed. North Lamartine Cemetery is getting worse every year. The Committee would like to see the board put some money aside to do some work at this cemetery. The flags flying in the township were discussed. A new bleed hole needs to be drilled in the new brackets, otherwise they are working out great. Thanks to Ed Montsma and his team that puts them up and takes them down for the township.
OLD BUSINESS:
a. Update on junk ordinance violators—Frank spoke about these violations. Mr. Jahns has called and is working on getting his property cleaned up.
b. Board Action on the newly updated Access Control Ordinance—Discussion took place regarding the ordinance and items the board would like to update. The board will be planning a date to meet and work on what changes and updates the board would like in the towns’ Access Control Ordinance.
c. Board Action / discussion regarding the final paving of Thomaswood Trail & Thomaswood Court and the lack of response from the sub division developer(s). Frank reported that the town attorney is sending a letter to the sub-division developers directing them to complete the final 1.5” blacktop lift and shouldering on Thomaswood Trail and Thomaswood Court. The Town will wait and see what response is received.
d. Thomaswood Court driveway paving matter; Attorney Correspondence with land owner. The Town Attorney has sent a letter on behalf of the town instructing the land owner that he is in violation of the Towns’ Access Ordinance due to driveway concrete extending all the way to the road.

NEW BUSINESS:
a. East Central WI Regional Plan Commission (ECWRPC) Sign Inventory is Complete and has been delivered to the town—Frank showed the binder the town received with all the sign inventory documents. The Board felt they did a very nice job. The Town will be able to maintain the sign inventory and keep it up to the standards specified by the DOT.
b. Board Action—Fire Department Presenting 2017 Budget—Fire Chief Joe Birschbach and President Jim Kleinschmidt updated the board on the fire department and first responder activities over the past year. The fire department the presented their 2017 budget. Bruce seconded by Roger moved to accept the Lamartine Fire Department 2017 budget with a contract payment from the town in the amount of $42,100; with many thanks to the fire department for all they do for the township. Motion carried 3-0.
c. Gate Across Heimrich Road—Frank has been in touch with the DNR. They have agreed to pay for the gates to close off Heimrich Road for the winters. The Town of Lamartine and Eldorado will need to hold joint public hearings to officially approve the gates and to move forward with gate installation. The gate would close off the road from Dec. 1 or 15th until May 15th. This will prevent people from rutting up the road and property back there in the spring. The fire department would have a key to open the gate if necessary.
d. Board Action / Discussion – Shouldering on Johnson Road—Bruce moved seconded by Frank to hire the County to shoulder Johnson Road as proposed ($1725.00). Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Bruce moved seconded by Roger to approve vouchers presented for payment as well as payment to US Bank Visa and other bills that need to be paid due to this early board meeting. The board can review these bills at the upcoming budget workshop meeting. Motion carried 3-0.
Adjournment— Roger seconded by Bruce moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:55 Pm.
