Board Meeting Minutes
October 7, 2019
With all notices having been properly posted, Frank Bartzen, Chairman called the October meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor; Travis Kloetzke, Treasurer Greg Michels and Clerk; Jill Randall. Supervisor Randy Kuik was absent. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
September Board Meeting Minutes (9/9/2019) –A correction was noted under Reports & Communications: C. Update on Pinno Drive – the last sentence in this paragraph read: Janet Waldschmidt Williams reported that she has hired an engineering firm to help her get a permit to do some of the clean out work. Janet’s last name was incorrectly stated. Frank moved to approve the September minutes as corrected. Travis seconded the motion. Motion carried 2-0.

Treasurer’s Report – Greg read the September Treasurer’s report aloud. The ending balance as of 9/30/2019 was
$ 551,228.70. Travis move to accept the Treasurer’s report as presented. Motion seconded by Frank. Motion carried 2-0.

Public Comment:
NONE

REPORTS & COMMUNICATIONS
a. Road Report—Frank and Justin reported that trees were trimmed, ditches mowed and they have been checking roads for water.
i. Culvert Permit Report - Frank read the culvert permit issued this past month.
ii. Tires for Dodge Dually – new tires are needed for the dually at a cost of between $750 to $800. Travis seconded by Frank moved to purchase new tires for the town dually truck. Frank than explained that the fenders on the dually are in bad shape and need to be replaced. Jeep can do the work for $2500. Frank moved that the town accept the bid from Jeep Auto Body to replace both fenders on the dually. Travis seconded the motion. Motion carried 2-0.
b. Monthly Building Permit Report – Frank read the building permits issued this past month aloud. Discussion took place regarding the permit issued to Scott Fischer. Scott will need to contact Fond du Lac County about his driveway and getting a new address since the old house has been taken down and the previous driveway used at that home was shared with the neighboring property.
c. Budget Workshop Meeting (Town Elected Officials) Tuesday, October 22, 2019 @ 6:00 PM to prepare 2020 budget to be presented at the Budget Hearing & Special Town Meeting Nov. 11, 2019
d. WTA Convention will be held on October 13 – 15, 2019 in WI Dells. A number of Town Officials will be attending.
e. Update on Town Attorney Advised Ordinance “Ability to Regulate Short Term Rental Properties (Airbnb & VRBO) Matt Parmentier is still putting this ordinance together.
f. Update from Jan Williams regarding DNR permits regarding town drainage – In summary Jan Williams emailed the town an update as she was unable to attend this meeting. A preliminary permit from the DNR for the Seven Mile Creek cleanup was received. More information is being requested from the DNR. She has town residence that own property involved in this project and is getting their signatures before they leave the area for the winter. When the corn is off the fields a group plans to walk the creek and remove any fallen tree branches from the creek. The board was appreciative of Jan’s update.
g. Update of recent meeting of the Veteran’s Memorial / Town Cemetery Committee – Greg reported that the committee discussed the rededication held in May. Greg discussed Ron Rymer resetting solar lights and sealing the parking lot at the park. Greg also wanted to recognized Ed Montsma, Leonard Michels and Randy Jaeger with a big thank you for their help with the flags that the town displays. Watertown Memorial is working in the cemetery on County Y power washing stones and making new bases for those that need them. They are coming in under budget. Anderson Cemetery at least needs to have the stones that are standing straightened. The committee received a price of $3400 and recommends the board gets this work done. Discussion took place regarding headstones that are laying at the cemetery and no one knows where they go. The committee would like ideas on how to handle these stones.
h. Update of security and back up of town computer(s) – The town hired Lemke Computer Consultants to update the security and back up of information on the clerk and fire chief computers. The road supervisor’s computer will also back up to the cloud but only documents. The clerk and fire chief will have the full back up.

OLD BUSINESS:
NONE

NEW BUSINESS:
a. Board Action – Adoption – “Resolution to Propose Exceeding Levy Limits” (2019 Payable 2020). Please be advised that this is only a precaution. The board has not begun to work on the 2020 budget yet and does not know if an increase in the levy will even be necessary. To follow the proper procedures and time constraints, this resolution needs to be adopted now. This is only step one. The town electors will have the chance to attend the Budget Hearing and then a Special Town Meeting (Monday, Nov. 11, 2019 at 7:00 PM) where town electors will vote on this matter. Discussion took place regarding the above resolution. To fulfill state requirements the board must start the process of asking for an increase in the 2019 levy before it is known for sure if an increase is even needed. It is a bit of a guessing game. The thought is that if it is deemed necessary to request an increase in the 2019 levy limit (payable 2020) the board must adopt this resolution. Discussion took place. Frank moved seconded by Travis to approve the Resolution to Propose Exceeding the Levy Limits (2019 Payable 2020). Motion carried 2-0.
b. Fire Department presenting 2020 Fire Department Budget – Fire Chief, Joe Birschbach presented the departments 2020 budget for the board to include in the towns’ upcoming 2020 budget. He announced that the fire department was awarded a grant they had applied for and the towns cost share of this grant would be $6100. Congratulations!! Frank moved that the town approve the fire departments request of $47,000 for the fire department budget. Travis seconded the motion. Motion carried 2-0.
c. Discussion / decision Road Supervisor Annual Review and Benefits – Frank asked Justin to leave the room while the board discussed his performance review and wages. Frank said that Justin had a good review and was doing very well at this job and an increase in wages was recommended. Travis moved that Justin’s wages increase $1.00 per hour beginning 1/1/2020. Frank seconded the motion. Motion carried 2-0.
d. Board Action – Approval to issue an Operator’s License to Rosa Norton – The clerk reported that nothing was found on the background check performed for Ms. Norton. Frank seconded by Travis moved to grant an operator’s license to Rosa Norton. Motion carried 2-0.

Approval of Monthly Vouchers & Checks— Frank moved seconded by Travis to approve the vouchers for payment including the Visa bill when it arrives in the mail. Motion carried 2-0.

Adjournment –Frank seconded by Travis moved to adjourn the meeting. Motion carried 2-0, meeting adjourned at 8:00 PM.
