Board Meeting Minutes
October 8, 2018

With all notices having been properly posted, Frank Bartzen, Chairman called the October meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
September Board Meeting Minutes (9/10/2018)– Roger seconded by Randy moved to approve the September Town Board meeting minutes as printed. Motion carried 3-0.

Treasurer’s Report – Greg read the September Treasurer’s report aloud. The ending balance as of 9/30/2018 was $524,877.29. Randy moved seconded by Roger to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
None

REPORTS & COMMUNICATIONS
a. Road Report—
i. Culvert Permit Report—None issued this past month.
ii. Update on culverts (including Orchard Rd culvert) Frank reported that Foss Road culvert washed out four times. Brent Marchant repair / replace estimate is between $3000 and $3500. This is a diagonal culvert. Bernie Ritger is willing to do some work for the town with his small hoe to help take care of this problem for the time being until culvert is replaced next year. He estimated a cost of $350. Roger moved that the town have Ritger do this work on Foss Road. Frank seconded the motion. Motion carried 3-0.
iii. Vision Triangle @ Brown Road & Nelson Road – Set up meeting with property owner—Frank will send a letter to the property owner with the state statutes asking to set up a meeting date.
b. Monthly Building Permit Report – Frank read the monthly building permits that were issued aloud.
c. Update Hwy 23 reconstruction – The Hwy 23 project is done as of Friday afternoon. Signs are up indicating town roads that are coming up.
d. Update on Road Supervisor Position –New Road Supervisor is ready to start with the town on Wednesday, October 17th.
e. ELECTION – Tuesday, Nov. 6, 2018 – General Election—Polls open 7:00 AM to 8:00 PM
f. Budget Workshop Meetings (Elected Officials) Thurs. -Oct. 11th @ 1:00 PM & Tues. -Oct. 23rd @ 6:00 PM to review and prepare for Budget Hearing & Special Town Meeting Nov. 12, 2018
g. Update on Veteran/Cemetery Meeting held 9/25/18 – Greg reported that the committee met and discussed the flags and poles. We will need to purchase about 12 flags. The Master Gardner’s Club that has been taking beautiful care of the flower beds at the memorial called to report that they have been doing this for the town with donated funds for the flowers; donations are not coming in as they used to so they will need to charge the town about $100 this next year. The town is happy to include the funds for the flowers in the budget this next year. The 10th anniversary of the memorial is coming up in 2019. The committee is suggesting that a small ceremony take place at the memorial with a minister to say a few words and having a local VFW do a gun salute. Discussion took place regarding continuing on with fixing up the cemetery stones. The committee suggests that the town complete items one and two on the estimate from Watertown Memorial Co. for $4000. The board will keep this in mind when considering this item in the 2019 budget.
h. Reminder Wisconsin town Association Convention for Town Elected Officials will be held in Stevens Point Sun. Oct. 14 thru Tuesday, Oct 16, 2018.

OLD BUSINESS:
a. Board Action - Garbage & Recycling Contract 1/1/2019 – Randy moved to accept Advance Disposal bid for the next 5 years. Frank seconded the motion. Motion carried 3-0.
NEW BUSINESS:
a. Board Action – Approval of Permit Issuer Salary & Permit fee retainage – Randy seconded by Roger moved to approve the increased amount to be paid to the Permit Issuer. Motion carried 3-0.
The base salary to increase from $1000 to $2000 per year and increase in fees for each building permit issued as follows.

b. Chairman meeting with DNR regarding drainage issues in the town – Frank reported that he met with a representative from the DNR regarding drainage issues in the township. In summary SS 88.90(3) states that the town is not able to clean out ditches or make anyone to disturb the ditches. A lengthy discussion took place.

Approval of Monthly Vouchers & Checks – Roger seconded by Randy moved to approve the vouchers presented for payment as well as give the clerk and treasurer permission to pay US Bank Visa when the statement arrives. Motion carried 3-0.

Adjournment – Randy seconded by Roger moved that the board adjourn. Motion carried and the meeting adjourned at 9:00 PM.
