Board Meeting Minutes
September 10, 2018
With all notices having been properly posted, Frank Bartzen, Chairman called the September meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
August Board Meeting Minutes (8/13/2018) – Randy seconded by Roger moved to approve the August Town Board meeting minutes. Motion carried 3-0.
Treasurer’s Report – Greg read the August Treasurer’s report aloud. The ending balance as of 8/31/2018 was $552,828.03. Frank moved seconded by Roger to accept the treasurer’s report as presented. Motion carried 3-0.
A concern was addressed regarding flooding on Townline Road property owned by Marc Sobotta. Frank explained that Town of Fond du Lac is responsible for that portion of Townline Road.
REPORTS & COMMUNICATIONS
a. Road Report—
i. Culvert Permit Report—NONE issued this past month.
ii. Seymer & Frost (W8359 & W8355 Lincoln Ave respectfully) ditch issues—Frank is still working on this matter.
iii. Update on culverts (including Orchard Rd culvert)—Fond du Lac County may be here this week or next to work on this culvert replacement. A concern regarding bus travel on Orchard Road when it is closed during this culvert work was expressed.
iv. Vision Triangle @ Brown Road & Nelson Road—Frank reported that no letter was ever sent as the board directed last month. Frank spoke with the property owner to address this matter with them face to face. They will work with the town to get these trees / bushes cut back. The board will meet with them and instructed them as to how much needs to be removed. No date was set at this meeting to do that.
v. Water Issue on town roads—Frank reported several town roads that were covered with water during the storm at the end of August. Frank will be meeting with the DNR to discuss water problems at County Y & Brown Road; a blockage north of the village of Lamartine.
b. Monthly Building Permit Report-Frank read aloud approximately seven building permits issued this past month.
c. Update Hwy 23 reconstruction—The reconstruction work continues on Hwy 23. The next meeting will be held Thurs. 9/13/18.
d. Update on Road Supervisor Position— The board is still working on the hiring process. The Town interviewed a candidate they feel would do well in this position.
e. ELECTION RESULTS – Tuesday, August 14, 2018 – Partisan Primary Election—The clerk reported the results of this election. The official results are filed with these minutes.
f. Budget Workshop Meetings (Elected Officials) Thurs. -Oct. 11th @ 1:00 PM & Tues. -Oct. 23rd @ 6:00 PM to review and prepare for Budget Hearing & Special Town Meeting Nov. 12, 2018.
a. Board Action - Garbage & Recycling Contract 1/1/2019—Set up Meeting date with Jason Johnson / Advanced Disposal—The board would like to meet Monday, September 17th at 5:15 Pm at the town municipal meeting room to discuss new refuse collection contract, the poor service over the last year and increasing the recycling pick up to every other week and possibly going to an automated collection with carts for garbage and recycling.

The Board discussed the above forms and made a correction on the “Town of Lamartine – Building Requirement” document on page 2 at the first bullet > Lots shall be one (1) acre in size exclusive of road right of way (R/W) minimum width 100 50-feet. This will be changed to read 50-feet so it is consistent with the town zoning ordinance. Randy seconded by Roger moved to approve all the above listed forms as corrected, and the town no longer uses the form (d) Building Requirement Summary as this is duplicate information. Motion carried 3-0.
Fire Department Presenting Budget – Fire Chief Joe Birschbach and Fire Department President Jim Kleinschmidt presented next year’s budget to the board. The total Fire Department 2019 budget is $44,100.00. The board thanked the fire department.
Approval of Monthly Vouchers & Checks – Roger seconded by Randy moved to approve the vouchers presented for payment. Motion carried 3-0.
Adjournment – Frank seconded by Randy moved that the board adjourn. Motion carried and the meeting adjourned at 8:35 PM.
