Town Board Meeting
Minutes Dated: September 12, 2011
With all notices having been properly posted, Frank Bartzen, Chairman called the September meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm. Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also in attendance at this meeting.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the August Board Meeting minutes.
¬Mike seconded by Bruce made a motion to accept the August Board meeting minutes as presented. Motion carried 3-0.
Frank asked Greg to read the August Treasurer’s report. The ending balance as of 8-31-11 is $574,941.86. Bruce seconded by Mike moved to accept the Treasurer’s report as presented. Motion carried 3-0.
Michael Vosen spoke regarding the Carol Miller property of which he owns the back portion with the old horse arena. He was inquiring as to what the town could do to assist him with obtaining an easement of necessity as the property is land locked and he can not get to it. Chairman Bartzen reminded Mr. Vosen that he was made aware of the fact that if this parcel of land was purchased separately from the front parcel of property the back portion would be land locked, He was encouraged to get an easement in place prior to the sale of either parcel of land before he moved forward with the purchase. Mr. Vosen moved ahead and purchased the land locked property without getting an easement as recommended so there was really nothing the town could do at this point to assist him. Any other discussion regarding this matter would be done via the town’s attorney.
Frank announced that Fond du Lac County UW Extension has planned a countywide Electronics Collection September 24, 2011 9:00 Am to 3:00 Pm at the Fond du Lac County Fairgrounds Expo Building. Items that will NOT be accepted at this event include: Dehumidifiers, Refrigerators, Freezers, Air Conditioners, Batteries, Christmas Lights, Explosives, Ammunition, Propane tanks, Fire Extinguishers, CFL Light Bulbs, Fluorescent Tubes, and Ballasts. Information on how these items can be properly disposed of is online at Http://fonddulac.uwex.edu or by calling the Fond du Lac County UW-Extension office at 920/929-3173. The FDL Extension is looking for volunteers to help.
REPORTS AND COMMUNICATIONS:
A. Road Report
1. Road Evaluation (Rating)—Frank announced that the Town Board will do a Town Road Inspection at 5:00 Pm on Sept. 14, 2011 and will meet to publicly discuss their findings at 7:15 PM this same evening at the Lamartine Municipal Building Meeting Room. No decisions will be made at this meeting.
B. Update on the Veterans Memorial / Cemetery Committee Meeting held August 26, 2011—Greg reported that the committee did not discuss any cemetery or memorial issues at this meeting. The meeting was about final plans for the August 28th Community Day Celebration. The celebration was a great success. The event made about $1600.00. It was a beautiful day. Greg offered a big thank you to all that helped to make it a great success.
C. Result—Recall Election—Tuesday, August 9, 2011—The Clerk reported that the town had 749 voters for this election. 56 people voted absentee ballot. The official vote for the State Senator District 18 in the Town of Lamartine was Randy Hopper 460 votes and Jessica King 288 votes.
D. Report on Building Committee meeting held Friday—Sept. 2, 2011—Building Committee Chairman Greg Michels reported that the committee discussed new lighting in the town garage. He presented quotes from Advanced Electric and Kollmann Electric. Bruce moved seconded by Mike to accept the $4700 bid from Advanced Electric and let the Building Committee work out any further details with Advanced. Motion carried 3-0. The Committee also looked at and discussed the sagging garage roof that is sagging where it had to be beefed up when the new municipal building was built. Ron Rymer and Capelle Bros & Diedrich will assess the roof. Greg noted that it was raining at the time they met and they noticed some water dripping from the ceiling in the garage; this will also need to be looked at. The committee than discussed extending the oak cabinets in the meeting room. Two design ideas and pricing will be researched and possibly money can be put in next years budget for this project.
a. Discussion—Conceal Carry Law—If the town wants to post signs prohibiting weapons in the municipal building—The Board will take a wait and see attitude and see what the WI Towns Association recommends.
b. Appointing a regular member to the Board of Appeals to replace position held by Mike Pittler and possibly appointing an alternate member if an alternate member moves to fill the regular position—Mike made a motion seconded by Bruce that Randy Kuik be appointed as a regular member to fill Mike’s position and Sandy Karst be appointed as an alternate member to take Randy’s position on the Board of Appeals. Motion carried 3-0.
A. Board Discussion / decision regarding appointing regular member to the Board of Appeals to replace position held by Mike Pittler—this item was decided under Old Business (b.). Please read above.
B. Choosing an October meeting date for Budget Workshop—The Board will meet on Thursday, October 20, 2011 at 6:00 Pm to discuss the 2012 budget. No decisions will be made at this workshop. The budget will be voted on by the Town residents at the November 14, 2011 Special Town Meeting held in conjunction with the Town Board Meeting and Budget Hearing beginning at 7:30 Pm at the Lamartine Municipal Building Meeting Room.
Approving the monthly vouchers and checks—Mike moved to approve the vouchers as presented for payment. Bruce seconded the motion. Motion carried 3-0.
With no further business to discuss, Mike seconded by Bruce made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:20 Pm.
