September 12, 2017
With all notices having been properly posted, Frank Bartzen, Chairman called the September meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Frank noted that this meeting was pushed back one day to the 2nd Tuesday for this month only instead of the 2nd Monday. Also present at this meeting were Supervisors Randy Kuik & Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
August Board Meeting Minutes (8/14/17)—Randy moved seconded by Roger to approve the August minutes as published. Motion carried 3-0.
Treasurer’s Report—Greg read the August Treasurer’s report aloud with an ending balance of
$611,701.51. Frank moved seconded by Roger to accept the treasurer’s report as presented. Motion carried 3-0.

Public Comment: Concern was addressed regarding the 55 mph speed limit being too fast on the south end of Hillcrest Road with the increased foot traffic in this area. This concern will be addressed at the October Board meeting.

a. Road Report— Frank reported on the following items: holes are being bored for the Heimrich Road gate; Rich is finishing up the roadside mowing; Ritger has completed ditch work on parts of Smith Road and East Lamartine Drive; and Scott Construction has finished up the chip sealing in the township.
i. Culvert Permit Report--NONE
ii. Vision Triangle @ Brown Road & Nelson Road—Frank reported that this matter has been resolved. The property owner trimmed back the foliage causing the problem.
b. Monthly Building Permit Report & Discussion on Town Obtaining All Original Building Permits—Greg will talk to Pete about getting these records to the town. The board reviewed the building permits that were issued this past month.
c. Reminder Date Change of October Board meeting to 1st Monday in October; October 2, 2017 due to the WTA Convention being held the second week of October.
d. Reminder Date for Budget Workshop meeting is October 16, 2017 at 5:00 PM- Lunch will be served—This workshop is for Elected Officials (The proposed budget will be voted on by the town residents at the November 13th Town Board, Budget Hearing & Special Town Meeting. NO official decisions will be made by the board at this workshop.

a. Board Action -- Hiring Part time Brush Cutting Help—Randy moved to approve hiring Dave Baumhardt at not more than $15.00 per hour to help cut brush with Rich. Roger seconded the motion.
Motion carried 3-0.
b. Seymer & Frost (W8359 & W8355 Lincoln Ave respectfully) ditch issues—Price estimates—This item will be tabled until spring 2018.
c. Board Action—Water Course Protection Ordinance-Discussion took place with many concerns and questions of things to change in this ordinance. Roger moved to table this item indefinitely. Randy 2nd the motion. Motion carried 3-0.

a. Presentation of Fire Department Budget—Fire Chief Joe Birschbach & Fire Dept. President Jim Klienschmidt presented the 2018 Fire Dept. Budget. The budget total for 2018 was $40,600.00 a $1500.00 decrease from their 2017 budget. Randy moved to accept the fire department budget to be considered (added as an expense item) to the Towns’ 2018 budget. Roger seconded the motion. Motion carried 3-0.
b. Board Action—Building Committee Report Concrete Step repair—Greg reported that the two set of concrete entrance steps were in bad need of repair. Two quotes were sought with response from only one of the contractors contacted. Capelle Bros. & Diedrich, Inc. submitted a job estimate of $6993.00 to break up and remove existing concrete stairs and walk, save railings and reuse, form and cast (2) new concrete stairs & walk way, core, drill and reset railings. Roger moved to approve the step replacement by Capelle Bros. & Diedrich, Inc. Randy seconded the motion. Motion carried 3-0.
c. Board Action / Discussion—Road Supervisor Position & Road Personnel—Frank explained that the Town Road Supervisor Rich Buteyn no longer wants the responsibility of ordering when the town plow trucks should get out to plow, or plow snow at night. He is considering retiring in approximately a year and a half and would like to cut down his hours and responsibilities. Discussion took place. The board will consider hiring a new Road Supervisor, part-time plow truck drivers and keeping Rich on as a part-time highway dept. employee. The board will meet Tuesday, Sept. 19, 2017 at 5:30 Pm to discuss the highway dept. employee positions; write employment ads for a Town Road Supervisor and Part-time plow drivers; review & finalize Road Supervisor’s position description and list of duties & responsibilities, review part-time wages & benefits as well as part-time plow driver’s wages.

Approval of Monthly Vouchers & Checks—Roger moved seconded by Frank to approve the vouchers as presented.
Motion carried 3-0.

Adjournment— Randy moved seconded by Roger to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:35 PM.
