September 12, 2022
With all notices having been properly posted, Frank Bartzen, Chairman called the September meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer Greg Michels and Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
August Board Meeting Minutes (8/08/2022) –Randy moved seconded by Frank to approve the August Town Board meeting minutes as presented. Motion carried 3-0.

Treasurer’s Report – Greg read the August Treasurer’s report aloud. The ending balance as of 8/31/2022 was
$ 879,166.00. Frank move to accept the Treasurer’s report as given. Motion seconded by Travis. Motion carried 3-0.

Public Comment:

a. Road Report – Craig noted that the past month he has been mowing ditches, cutting weeds to clean up the vision corners, and doing sign work on Townline Rd. He also has been marking culverts and bridges around the township. He also mentioned that the chip sealing looked good.
i. Culvert Permit Report—Frank read the culvert permits issued this past month.
b. Monthly Building Permit Report – None reported at this time
c. Board Discussion – Budget Workshop Meeting (Town Elected Officials) Wednesday, October 12, 2022 @ 6:00 PM to prepare 2023 budget.
d. Election Results from Aug 9th Election-Jessica read the election results. There was 507 Voters that came to the polls that day.
e. Board Discussion – WTA Convention will take place in October. All the Town Officials will be participating in the convention. The October Town Board Meeting will be rescheduled for the month of October only on October 17, 2022 at 7:00 PM

a. Board Discussion/Decision-Ditch Ordinance—Greg addressed to the board stating that some wording in the Ordinance needed to be looked at in regards to changing, “All cost should be the responsibility of the applicant”. He feels that the price should be negotiable and the costs should be up to who has the most benefits for the work that would be completed. (Township or Resident) Greg will draft a sentence up for the Board to review. Travis also made note that verbiage needs to be added in regards to how much Town funds available.
b. Board Discussion-Town Constable—Frank asked the rest of the board as to how they wanted to handle the Vacant Constable position. It was decided to move forward and appoint someone to fill the remaining term. Frank will also contact the Humane Society to get a quote for costs for their services.

a. Board Action – Digging on Pinno Rd for Drainage Project—Janet Williams distributed maps to the board. She said they will continue to work on cleaning out 7 Mile Creek. She is looking to tile line the pasture and wants to break up Pinno Rd to be able to put a pump by the creek to move water away. She also mentioned that geo grade fabric would be used in the project. Frank questioned why there were no laterals on the property and she informed him that the property is now a designated wetland. Frank moved to approve the project subject to meeting with the contractor and have everything properly documented. Travis seconded the Motion. Motion carried 3-0.
b. Board Action –Repairs on Town Roof—Greg distributed a quote from Capelle Bros. & Diedrich. Inc for Roof Snow Stops. The estimated quote is $1081.00. Randy asked if there was funds available for this quote and Greg said there was. Randy moved to approve the quote to install Snojax II Snoblox and was seconded by Travis. Motion carried 3-0.
c. Board Discussion-Set future date for ARPA and County Funds—The town board will meet on Monday November 28th at 6:30 PM.
d. Board Action – Town Website Proposal—Jessica handed out the Town Web Proposal for new software for the Town Website. The board wants more clarification. Jessica will reach out to Town Web and it will be addressed again at the October Board Meeting.

Approval of Monthly Vouchers & Checks— Randy moved seconded by Travis to approve the monthly vouchers and checks along with paying the Wisconsin Towns Association Convention Payment. Motion carried 3-0.

Adjournment –Randy seconded by Frank moved to adjourn the meeting. Motion carried 3-0, meeting adjourned at 8:23 PM.
