Board Meeting Minutes
September 14, 2015
With all notices having been properly posted, Chairman Frank Bartzen called the September meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisors; Bruce Rhode and Roger Grade; Clerk; Jill Randall and Treasurer, Greg Michels. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. August Board Meeting Minutes (8/10/15) Bruce moved seconded by Roger to approve the August Board Meeting Minutes. Motion carried 3-0.
b. Special Town Board Meeting Minutes (Roadwork on Brown Road – 8/13/2015) Roger moved seconded by Bruce to approve the Special Meeting Minutes as presented. Motion carried 3-0.
Treasurer’s Report-Greg read the Treasurer’s report aloud. The ending balance 8/31/2015 is $629,420.19. Greg noted this balance included the August Tax Settlement from the County. Bruce moved seconded by Frank to approve the Treasurer’s report as read. Motion carried 3-0.
Concern addressed by town resident as to why he was not notified that the Town was considering returning the gravel road / driveway to him. Frank reported that the town was only considering returning this gravel road to the property owner and the owners will all be notified as required if / when the town moves forward on returning gravel roads to the property owner.
REPORTS & COMMUNICATIONS:
a. Road Report—The summer roadwork projects for this year have been completed. Most of the roadside mowing is done. Evasive weeds remain a problem. A letter was received from the DNR notifying the town of possible funding to help get rid of four types of noxious weeds.
i. Culvert Permit Report— NONE this month.
ii. Update of 8/13/15 Special Town Board Meeting RE: Brown Road roadwork—Frank explained that he called a special meeting to discuss the need for road work on Brown Road due to ponding water. The board voted to fix the road at a cost of $9000.00 and to have Scott Construction do the work right away while they were already doing work in the township.
b. Set Meeting Date for October Budget Workshop—October 19, 2015 at 5:00 PM at the LMBMR. This meeting is for elected officials to discuss and create the 2016 budget. The town residents will vote on adoption of this budget at the November 9, 2015 Special Town Meeting held immediately following the Budget Hearing (included within the Town Board meeting which begins at 7:00 pm at the LMBMR)
c. Update on Signing of the Rhode Certified Survey Map (CSM)—This CSM has not been received by the town yet. It was approved for signing by the Board at the August Town Board meeting.
d. Update on Building Committee Meeting held on 8/31/15—KITCHEN HOT WATER: Committee Chairman Greg Michels reported that the Building Committee had received quotes to resolve the lack of hot water to the kitchen sinks by putting in new overhead piping for around $900.00. Bruce moved to proceed with the plan that Greg presented to the Board to solve hot water issues. Frank seconded the motion. Motion carried 3-0.
CABINETS: Greg explained that the committee also looked into adding two (2) six foot oak cabinets to the meeting room area. The best quote was received in the amount of $4600.00. The committee would like to see this amount in the upcoming budget for the addition of these cabinets. Greg noted that there may be some donated money as well.
BUILDING GENERATOR—Greg reported that the committee has looked further into a new upgraded generator for the Town municipal building. Three quotes were received. The Building Committee was recommending the bid from Kollmann Electric for $17,350.00, to be included in the 2016 budget.
e. WI Towns Association Annual Convention—October 25 – 27, 2015 WI Dells – The Town Elected Officials (Bartzen, Grade, Michels, Randall & Birschbach) will be attending the annual convention.
a. Board Action—To begin the Process to Vacate Five (5) Town Gravel Roads: Ballwanz, Darling, Sunnyside, Sunny Drive, Waldson—Bruce made a motion that the Town move ahead in a fair & legal matter letting everyone involved know what is going on to give back the five (5) gravel roads. Frank seconded the motion. Motion carried 3-0.
b. Update on W7744 Forest Avenue Ditch matter—Frank conveyed that a letter was sent by the town attorney to Mr. Woodley giving him a date as to when the dirt dumped in the ditch had to be removed. A lengthy discussion took place regarding this ditch matter with disagreement between the Board members as to what should be done to handle this matter. Bruce moved that the town puts the dirt back in the bottom of Woodley’s ditch and scape it so the water flows through Woodley’s culvert and down the way. Motion died due to the lack of a second, more discussion took place with no resolve of the matter so Chairman Bartzen moved on to the next agenda item.
c. Board Action—Adoption of Water Drainage / Ditch Ordinance—This item was tabled to a future meeting.
Bruce seconded by Roger moved to change the order of the agenda; moving New Business item a. “Road Supervisor Annual Review Wage /Benefit Adjustment” to c. as this was a personnel issue that should be discussed in closed session.
a. Board Action—Apply for TRIP Funds for 2016 – 2017 Application period—Applying for TRIP funds for Merrill Road was discussed. Roger moved seconded by Bruce to proceed with the TRIP application. Motion carried 3-0.
b. Set Meeting Date for Road Tour for PASER Rating—The date was only tentatively set for Friday, Sept. 25, 2015 at 4:15 PM.
c. Road Supervisor Annual Review Wage / Benefit Adjustment—The Board did not go into closed session as it was not published that the Board would be going into closed session. Discussion took place regarding Rich Buteyn’s work performance, wages and benefits. He currently is paid $18.60 per hour, receives one week (40 Hours) of vacation and $900.00 (gross) toward his health insurance. Roger moved that the Board increase his salary fifty cents ($.50) per hour beginning 1/1/2016 and all other benefits remain the same. Bruce seconded the motion. Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Bruce made a motion seconded by Roger to approve the vouchers as presented. Motion carried 3-0.
Adjournment—with no further business to discuss, Roger seconded by Bruce moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:50 Pm.
