Board Meeting Minutes
September 14, 2020
With all notices having been properly posted, Frank Bartzen, Chairman called the September meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer Greg Michels and Deputy Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
August Board Meeting Minutes (8/10/2020) –Randy moved seconded by Travis to approve the August Town Board meeting minutes as presented. Motion carried 3-0.

Treasurer’s Report – Greg read the August Treasurer’s report aloud. The ending balance as of 8/31/2020 was
$ 459,419.54. Randy move to accept the Treasurer’s report as given. Motion seconded by Frank. Motion carried 3-0.

Public Comment:
Greg questioned the County Farmland Preservation changes, if there are any zoning changes to a property it will need to go through the rezoning process.
Greg also addressed the dog count. Frank will get in contact with Rosendale to see what needs to be done so the township can start issuing citations.


REPORTS & COMMUNICATIONS
a. Road Report -- Justin has been mowing and also brush trimming around the township. Loose stones will also be picked up at some point this week.
i. Culvert Permit Report—Frank read the culvert permits issued this past month.
b. Monthly Building Permit Report – None reported at this time
c. Board Discussion – Budget Workshop Meeting (Town Elected Officials) Thursday, October 15, 2020 @ 6:00 PM to prepare 2021 budget.
d. Board Discussion – WTA Convention will take place virtually in October. All the Town Officials will be participating in the virtual convention.
e. Review of August 11th election results – 200 absentee ballots were received via mail and 101 residents came to the town hall to vote on election day. The town had 101 Democratic voters and 177 Republican voters. For a total of 278 and there was 23 Undervotes.

OLD BUSINESS:
a. Board Update Schrubbe Property – Frank stated that this is in the court process and the town lawyer (Matt) has asked the judge on Aug 28th to schedule a conference on this matter and has not heard back as of yet. Frank will also reach out to Matt in regards to the addition that has been put up on the Schrubbe Property and the permits that still need to be paid.
b. Board Update Town Assessment quotes – After a lot of research and trying to contact other appraisal companies by Greg the board will move to go with the original assessment company and it will be voted and approved on at the October board meeting.

NEW BUSINESS:
a. Board Action – Tree Bid for Anderson Cemetery. After reviewing all the quotes from Torres Tree Service. A decision was made to spend $350.00 to trim the hickory tree. It will take weight off the tree. Justin and Mike will be assigned to that project. Frank seconded by Travis to go with that option. Motion carried 3-0.
b. Board Action – CSM Norton Property. Property is zoned Residential (General Ag). Property owner would like to form 2 lots. 1 lot being 2.689 and the remaining lot be 1 acre. Randy seconded by Travis moved to accept this CSM. Motion carried 3-0.
c. Board Action – Signing Electrical Ordinance. The Town Board signed the Electrical Ordinance that was approved on March 9th.
d. Board Action – Renting a Boom Mower. Board discussed renting a Boom Mower for the 1st week in October. The cost of the rental would be $2600.00 and the town will have the rental from Monday-Friday that week. Travis moved seconded by Frank. Motion carried 3-0.
e. Board Action – Refund on Jayne Perlick town hall rental fee of $50.00. Frank rescinded the motion and the refund will be given.
f. Board Action – Stripping and waxing the meeting room floor. Service Master gave the town 2 quotes. The first quote was for $562.00 and would include scrubbing, stripping, and finishing the floor with 2 coats. The second quote was for $937.00 with everything included in the 1st quote but would have 3 coats instead. Travis moved seconded by Randy to accept quote number 1 for $562.00. Motion carried 3-0.

Approval of Monthly Vouchers & Checks— Randy moved seconded by Travis to approve the vouchers for future payment as soon as the checks can be printed from the town hall software program. Motion carried 3-0.

Adjournment –Travis seconded by Randy moved to adjourn the meeting. Motion carried 3-0, meeting adjourned at 8:10 PM.
