Board Meeting Minutes
September 8, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the September meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode, Treasurer; Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)—Mike seconded by Bruce moved to approve the August Town Board Meeting Minutes as presented. Motion carried 3-0.
Treasurer’s Report—Treasurer, Greg Michels read the August Report with an ending balance of: $510,972.98 on
August 31, 2014. Mike moved seconded by Frank to approve the Treasurer’s report. Motion carried 3-0.
The Clerk explained that there is a problem with the Town website. Town Web Design is working on the problem and we are hoping that it will be up and running soon.
New Business “A”—Frank moved to change the order of the agenda moving immediately to New Business “A”—Conditional Use Permit Hearing – Held at 6:00 PM on this evening – Request from Central State Tower to construct a Mobile Communications Tower on Hageman Road –Board Acting on the Plan Commissions’ (PC) recommendation—Mike seconded the motion. Motion carried 3-0. The PC’s recommendation was read aloud by the clerk; The PC voted unanimously (5-0) to recommend to the Town Board to “grant a Conditional Use Permit to James Zimmerman / Central States Tower to erect a 260-foot mobile cell tower on property located on Hageman Road in the Town of Lamartine; with the condition that all CUP Outline items as submitted by the Town Attorney’s office, dated August 20, 2014 are addressed to the Towns’ satisfaction and all legal fees related to this project are the responsibility of the petitioner. Discussion took place regarding this matter. Bruce moved to accept the PCs recommendation as read aloud by the clerk (see above PC motion) to grant a CUP to Central States Tower with the conditions that all CUP outline items per the town attorney are met to the towns’ satisfaction and all legal fees related to this project are paid by the petitioner. Mike seconded the motion. Motion carried 3-0 to grant the CUP to James Zimmerman / Central States Tower with the above conditions. REPORTS & COMMUNICATIONS:
a. Road Report—
i. Culvert Permit Report—Central States Tower hand delivered a completed culvert permit and fee to Frank prior to this meeting. Frank explained that they are going to put in a much larger access than the town requires.
ii. Road Work Update Per Frank—Frank stated that six culverts were installed in two days; one on Towne Road, Foss Road, Wonser Road, Giebel Road and 2 on Johnson Road. Rich is starting the first round of mowing.
iii. Palmer Road Update—Frank has been working with Northeast Asphalt regarding the newly surfaced section of Palmer Road. Shortly after the resurfacing was completed it was found to have a one inch depression for a 25-foot long section of the road. It appears that the road was moved over (+/-) 2-feet. Northeast Asphalt agrees there is a problem with the road and is going to core the road to figure out what happened. After much discussion, Mike moved to proceed with getting Palmer Road cored with a private independent company with the intention of replacing both lanes of the road by the field entrance of Jim Hall’s to the south of Donald Rhode’s driveway. Bruce second the motion. Motion carried 3-0.
b. Update on Voskuil property—The Town has sent Ms. Voskuil a letter giving her until November 1, 2014 to clean up the property.
c. ELECTION RESULTS –August 12, 2014 Partisan Election—Polls Open 7:00 Am to 8:00 Pm—The clerk reported that at this election there were 299 ballots cast; Approximately 25 absentee ballots were cast. 242 voters voted republican and 57 voters voted democrat. Please see the attached voting machine print outs from the August 12, 2014 Partisan Election for the official results.
d. Update on Small Claims Court filing for Ron Semenas’ Delinquent Personal Property Taxes 2011, 2012 & 2013—Frank and the Town Atty. Matt Parmentier attended the court session for the Semanas case as referenced above. The Town needs to get information from the Town Assessor and return for a hearing on this matter.
e. Budget Workshop – Set Meeting Date—The Town Board will meet on Monday, October 20, 2014 @ 5:15 Pm to create the 2015 Annual Budget. If needed the Board will meet again at the same time Tuesday, Oct. 21st. The Budget will be presented and voted on by the electors at the November 10th Town Board Meeting, Budget Hearing and Special Town Board meeting beginning at 7:00 Pm at the LMBMR.
f. Advance Disposal (Advanced) Change in Refuse pick up day during a holiday week—The Clerk announced that Advanced contacted the town to announce that beginning January 1, 2015, the refuse pick up day will change during a holiday week. When a holiday falls on Mon, Tues, or Wed or on our Thursday pick up day, the refuse (& recycling if it is the last week of the month) will be picked up one day later on Friday.
g. Implements of Husbandry (IOH) Informational meeting with Town Attorney and other townships – Sept. 24, 2014 at 7:00 PM at the Lamartine Municipal Building Meeting Room This meeting for elected officials only. Frank announced this meeting to the other board members.
h. Update on Farmland Preservation Tax Credit Issues—Frank reported the Supreme Court recently determined that farmland preservation tax credits are not payable on wetlands and shorelands. This will impact the Town of Lamartine farmers approximately $26,500.00 in farmland credits that would not be received. An agreement will be created by DATCP, Dept. of Revenue and the County with a sunset date of December 2015 allowing farmers that are impacted to continue to claim these tax credits. It is hoped that the state government by December 2015 will have written different legislation to solve this issue.
i. Annual WI Towns Association Convention – October 26-28, 2014 at Stevens Point—Elected officials please let Jill know if you are attending so you can be registered.
a. Board Action—Mt Pleasant Drive Vacation—Frank explained that he has received a copy of the recorded agreement signed by all the Mt Pleasant Drive land owners. The town is still waiting for a diagram or map of the proposed roadway.
b. Board Action – Town Garage Roof Repairs—Frank presented three proposals for the necessary garage roof repairs: Walters Buildings $15,035.00; RA Pinno Construction $16,875.00 + $2369.00 add for Vapor Lock; Modern Pole Builders-Base $22,425.00, add 24” Soffit to North Side of Bldg $2347.00. Mike moved seconded by Bruce to go with Walters Buildings for $15,035.00 as quoted. Motion carried 3-0.
c. Update on Little Library – Frank spoke with Dan Pucker (little library builder) to let him know that the town board approved the placement of a little library at the town hall. He further stated that it would be 6-9 months before the Eagle Scout may be able to construct another little library for the township. More information on this matter when it is received.
a. Board Action—Conditional Use Permit Hearing (CUP)— Change in order of the Business; Please see above before Reports & Communications for this agenda item.
Approval of Monthly Vouchers & Checks—Frank made a motion that the board approve the checks and vouchers as presented. Mike seconded the motion. Motion carried 3-0.
Adjournment—Bruce seconded by Mike moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:00 Pm.
